FLSA STATUS: Exempt - Executive
CLASSIFICATION: Regular Non-Merit; serves at the discretion of the Department Director.
PAY GRADE: 126
SAFETY SENSITIVE: Yes, Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
Plans and directs major system design improvements in water and wastewater.  Performs administrative/managerial and technical functions associated with directing activities within the Plant Operations Division of Public Utilities Department which includes the water treatment and wastewater treatment plants.  Manages laboratory activities for water, wastewater and stormwater to ensure compliance with Athens-Clarke County National Pollutant Discharge Elimination Systems permits and Withdrawal permits.  Manages the industrial pretreatment program.
Job Related Requirements
WORK SCHEDULE: Monday-Friday, 8:00AM - 5:00PM. This position is subject to 24/7 mandatory call back.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's Degree in Business, Management, Public Administration, Engineering or closely related field with four years of experience involving water/wastewater capital project delivery, water/wastewater management or any equivalent.
Two years supervisory experience required.
Must possess a valid driver's license.
Engineer In Training license required.
Must possess or have the ability to obtain one of the following licenses within 12 months of date of hire and the other license within 24 months of hire: Water or Wastewater Treatment Operator license.
Professional Engineer license preferred.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises assigned staff, manages employee concerns, directs work assignments, counsels and disciplines employees, when necessary, and completes employee performance appraisals to ensure effective delivery of services to customers of the Public Utilities Department.
Plans work, sets priorities, and directs and controls project management efforts related to system and process improvements in the area of water and wastewater treatment. Reviews water and sewer construction plans for compliance with Athens-Clarke County standards.
Plans, manages and coordinates projects involving professional services, construction and capital improvements associated with plant upgrades and in reconstruction of existing facilities.
Manages laboratory activities for water, wastewater and stormwater ensure compliance with Athens-Clarke County National Pollutant Discharge Elimination Systems permits and Withdrawal permits.
Performs long- and short-range strategic planning in coordination with the Public Utilities Director, the Manager and consultant services to ensure continued high quality of water/wastewater services and production for the benefit of business and residences of Athens-Clarke County.
Directs industrial pretreatment program activities to examine and identify needs of local industries to ensure compliance with the Sewer Use Ordinance including biological oxygen demand (BOD), total suspended solids (TSS) and metal contaminates which are regulated for discharge into the Athens-Clarke County wastewater system.
Evaluates proposed industrial discharges and pretreatment system requirements to ensure compliance with the Sewer Use Ordinance.
Communicates with the public relations staff to promote wastewater treatment efforts to provide clear and concise information to commercial, industrial and residential customers.
Meets with industrial representatives and Environmental Protection Agency representatives to resolve issues and problems with water and wastewater treatment efforts.
Develops budgets for division fiscal operations, projects and programs, monitors and controls expenses for compliance within the defined budgets, and evaluates program effectiveness.
Acts as a liaison between the department and state and federal agencies and other local governments.  Responds to inquiries, complaints and regulatory compliance.
Provides technical advice to plant operations of Public Utilities Department in the area of water treatment and wastewater treatment.
Responds to routine requests for information from officials, employees, members of the staff, the public, or other individuals.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices, and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department.
Knowledge of the practices, policies, and procedures as necessary in the completion of daily responsibilities.
Knowledge of the development and administration of operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.
Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of local, state, and federal codes, acts and policies concerning water treatment/distribution, wastewater collection/treatment, water/wastewater plant operations, water/sewer line construction and maintenance procedures, and engineering principles and practices in the area of water supply and wastewater treatment/disposal.
Knowledge of process operations and biological process requirements related to water/wastewater treatment.  Extensive knowledge of laboratory operations and requirements.
Ability to develop and administer policies, procedures, plans, and activities and to monitor the performance of subordinates against measured, established goals.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to keep informed of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public, and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the Public Utilities Department.
Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.
