PLEASE NOTE:
Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located with the Government Securities Regulations Staff. The work involves securities laws and regulations, the sale and issuance of marketable Treasury securities, and eligibility and valuation of collateral used to secure certain government deposits, investments, and services Duties The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Function as a key analyst and advisor, rendering advice on all provisions of Treasury's auction and buyback rules, the Government Securities Act of 1986 and Treasury's implementing regulations, appropriate rules of other federal regulators and self-regulatory organizations, and the regulations governing the eligibility and valuation of Treasury's collateral. - Provide oral and written clarifications of the Government Securities Act (GSA) regulations. - Perform, document, and explain comprehensive, thorough, and innovative analytical studies of the government securities industry, the relationship of customer protection legislation and regulation to market efficiency and liquidity, and the interrelationships among the government securities market and other markets. - Prepare reports, rulemaking packages, written interpretations and exemptions, and documents on government securities market and collateral issues for senior policy officials. - Represent the Fiscal Service and the Treasury Department with other federal government agencies such as the Securities and Exchange Commission, the Federal Reserve System, and other financial institution regulators.

Qualifications
You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or . Specialized Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must include AT LEAST FOUR (4) of the following: - Experience reviewing and interpreting laws, rules, and regulations that govern the issuance of marketable securities; - Experience with the clearance and settlement of marketable securities; - Experience describing and evaluating policy options, and in presenting recommendations on policy issues to deciding officials; - Experience, in writing and in person, presenting technical findings to varied audiences, exchanging ideas, and presenting recommendations; AND - Experience analyzing and developing solutions to enhance organizational, process, and operational efficiencies in an automated environment. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must include: - Analyzing and documenting Treasury auction rules and federal securities rules; AND - Experience, in writing and in person, presenting technical findings to varied audiences.How You Will Be Evaluated You will be evaluated for this job based on how well you meet the qualifications above.
