Purpose
The purpose of this job is to assist in planning, coordinating and carrying out judicial administrative matters for the Accountability Courts as assigned. (Mental Health, Veterans, Felony Drug, Family Treatment, DUI/Drug, Courts) The position is responsible for acting as liaison with other judicial offices, treatment providers, social service agencies, and interrelated offices within the county and across the State of Georgia. Duties and responsibilities include, but are not limited to, coordinating the day-to-day operations of the assigned Accountability Court and performing additional tasks as assigned by the Judge or Court Administrator.
Accountability courts are the most successful intervention in our nation’s history for leading people living with substance use and mental health disorders out of the justice system and into lives of recovery and stability. The purpose this job is to help organize and support a multi-disciplinary team to achieve the goals of public safety through treatment of justice involved individuals. The coordinator must be able to collaborate with all team members to achieve the goals through evidence based and innovative practices.
Job Related Requirements
WORK SCHEDULE: Monday - Friday, 8:00 am -5:00 pm w ith evenings and weekends scheduled as needed. Required to work until 7 p.m. every other Thursday to attend team staff meetings and status hearings.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's Degree in Psychology, Social Work, Criminal Law, Public Administration, or closely related field and three years of experience in legal, clinical, case management or closely related experience required, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for the position.
One year supervisory experience is required.
Valid driver's license required.
Master's Degree preferred.
Experience in the accountability court or treatment court field preferred
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Responsible for working directly with the Presiding Judge of the Accountability Court and providing support to the Judge on all aspects relating to the operations of the Accountability Court.
Responsible for working directly with the Presiding Judge and the members of the Accountability Court team to develop and implement policies, goals, and strategies for the Accountability Court.
Monitors the performance of the Accountability Court on a continuous basis and providing reports on progress of participants to the Presiding Judge and the members of the Accountability Court team.
Coordinates and serves as the liaison with all agencies included on the Accountability Court team to ensure clear and consistent communication, share goals, and develop strategies to achieve goals.
Ensures that all members of the Accountability Court team receive ongoing training and continuing education as required by the CACJ (Council of Accountability Court Judges).  Provides orientation to new members of the Accountability Court team.
Organizes Accountability Court team planning sessions, prepares session agendas, and keeps notes documenting each planning session.
Attends and participates in weekly Accountability Court team staffing meetings as the lead member of the Team. Prepares and distributes participant review sheets to all team members.
Attends Accountability Court courtroom participant status hearings and sanction hearings.
Serves as liaison connecting Accountability Court participants to treatment, social services, public benefits and other needed services. May also provide treatment and other community referrals at the request of the Presiding Judge.
Screens potential participants for entry into the Accountability Court to determine if they meet program requirements. Provides orientation for new participants accepted into in the program.
Provides support, supervision, and professional guidance to assigned Accountability Court staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Conducts training and informational sessions for law enforcement officers, probation officers, attorneys and others in terms of participation, program requirements and common issues.
Serves as liaison between the Presiding Judge and other governmental departments, elected officials, courts, law enforcement agencies, attorneys, and the public to ensure efficiency for the Court program.
Develops and maintains network of referral and community relations, related to treatment and operations of the assigned Accountability Court.
Serves as an advocate for the Accountability Court program and educates the public about the positive impact of the Court on program participants and on the community.
Ensures that all data required by the CACJ or the Criminal Justice Coordinating Council (CJCC) are properly entered into the case management system, and that all required reports are timely submitted to any state or federal agency.
Ensures the Accountability Court maintains court certification from the CACJ, and facilitates CACJ Peer Reviews of the Accountability Court.
Stays current with the latest research and findings as to best practices in accountability courts and works with the team to assess current practices and develop improvements in accordance with innovations in the field to ensure the team is using the most current and effective treatment, supervision, case management, and operational strategies based on available resources.
Ensures the program is maintaining a research-based, best-practices model that is in line with the goals of the Court, State Standards, and National Best Practice Standards.
Ensures long-term sustainability of the program and maintains programmatic integrity including adherence to the Standards for Georgia's Accountability Courts.
Sets annual budget for the assigned Accountability Court and identifies program needs.
Researches grant funding opportunities; prepares and submits applications for grant funding.
Reviews invoices and submits for payment; monitors financial reports to ensure program's financial success and maintains budget. Responsible for depositing all funds received and properly updating participant financial records.
Maintains and updates Policy & Procedures Manual, Participant handbook, and all other Accountability Court forms.
Develops and maintains statistical procedures and tracking data systems for internal and external reporting.
Develops, monitors, maintains, and upgrades computer and technology systems for the program, as necessary.
Maintains and updates the Accountability Court webpage and any social media accounts.
Receives and/or prepares reports, correspondence, forms and other documentation.
Reviews, processes and forwards documents as appropriate. Maintains records; conducts other clerical duties.
Responds to routine requests for information from officials, employees, members of the staff, the public and other individuals.
Performs all other related work as assigned.
Knowledge, Skills and Abilities:
Knowledge of the policies, procedures, and activities of the assigned Athens-Clarke County Accountability Court as they pertain to the performance of duties relating to the position.
Knowledge of psychiatric treatments, medication and co-occurring mental health and substance abuse diagnoses.
Knowledge of addiction, alcoholism, pharmacology and cultural issues.
Knowledge of the terminology used within the assigned Accountability Court program.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of legal documents, orders, sentence forms, court calendars and schedules, legal data including motions, orders, warrants, etc., and procedures and methods as required in the performance of duties.
Skill in the use of software packages such as Microsoft Office, electronic mail programs, Clerk of Courts data system and Jail system.
Skill in the use office equipment such as computer, fax, scanner, copier, printer, etc.
Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively with supervisors and other staff members.
Ability to use independent judgment in routine and non-routine situations.
Ability to develop and administer policies, procedures, plans and activities against measured established goals.
Ability to develop and implement long-term goals for the assigned Accountability Court in order to promote effectiveness and efficiency.

PHYSICAL REQUIREMENTS :  Must be physically able to operate a variety of machinery and equipment including computer, fax, scanner, copier and other office equipment.  Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions.  Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.
