Preferred Qualifications Position Summary
The University of Georgia seeks a dynamic and experienced person to serve as the Director for Research Security and Export Control. While responsible for directing a university-wide program, this position resides in the Office of Research. This position requires national security clearance.
The University of Georgia ( UGA ) is creating a Research Security and Export Control program, and we are seeking an experienced Director to establish and build the program. The Director will manage the essential functions of the Office of Research Security and Export Control ( ORSEC ) to oversee export compliance for the entire University and ensure the effective implementation of research security measures to meet National Security Presidential Memo-33 ( NSPM -33) and National Industrial Security Program requirements. More specifically, the Director is responsible for developing, managing, and coordinating the University-wide processes that ensure UGA is compliant with all research security laws and regulations, which include the areas of export controls, foreign influence vulnerabilities, international collaborations and international travel, cyber and information security, and facility clearance and physical security. Additionally, the Director will serve as UGA's Empowered Official under the ITAR regulations, supervise the Facility Security Officer and Insider Threat Program Officer, and assist faculty and staff in complying with NSPM -33 and all pertinent laws and regulations. In a university setting, these laws and regulations present a unique challenge because they necessitate balancing national security concerns with traditional concepts of academic freedom.
The position will report to the Associate Vice President for Research in the Office of Research Integrity and Safety and play an integral role in the strategic expansion of research security infrastructure across the University. The Director will collaborate with the leadership of UGA units for strategic planning, program development, and special projects to meet the Program's goals.
The employee will possess technical knowledge balanced with soft skills that include managing complex projects, strong interpersonal abilities, compelling messaging, and a thorough understanding of an academic and research environment. Organized, complete, and timely in follow-up. Informed by an ongoing outreach and gap analysis, excellent project management skills will be crucial in establishing and maintaining critical programmatic elements of policy, processes, and training that meet the needs of the UGA research enterprise.

Export Control and Economic Sanctions
Further develop, implement, manage and maintain all core export compliance procedures informing academic, research, and operational activities to include (but not limited to) the following:
* Restricted party screening
* International shipping, including export classification, preparation of license authorizations, use of license exceptions, and the pursuit of methods to centralize export control review of international shipping
* Deemed Export reviews associated with visa sponsorship, access to lab and research facilities, the performance of industry and service contracts, and identification of procurement-related risks
* Grant and contract reviews for export control requirements and coordination of data security requirements with export control solutions
* Technology Control Plans to address publication and citizenship restrictions as well as access restrictions to equipment or material
* Preparation of CCATs, CJs, and other U.S. Government submissions
* Visitor reviews vis-a-vis export-sensitive laboratories and facilities
* Technology transfer reviews for IP commercialization purposes and material transfer and non-disclosure agreements
* Analysis of international agreements and inter-institutional opportunities
* International travel reviews
* OFAC -governed transactions under the SDN , CACR , ITSR , and other trade and economic sanctions regulations or legislation
* Controlled biologicals
* Online distance education and international students
* Interface with U.S. Government export control agencies as needed
* Serve as UGA's Empowered Official on all ITAR -related matters, including but not limited to preparing and submitting export license applications and advising on ITAR regulations.

* Supervise the Facility Security Officer and/or Insider Threat Program Senior Official
* Work closely with Sponsored Projects Administration to identify contractor security classification specifications in classified research.
* Coordinate restricted research parameters on classified contracts and the Insider Threat Protection program

Research Security and Undue Foreign Influence
* Develop and manage a Research Security Program using NSPM -33 agency guidance
* Assist UGA in further developing its strategies to address research security and undue foreign influence, including consideration of Task Force or workgroup development, coordination of key stakeholders, recommending preventive measures, and monitoring progress
* Assist with the development of policy and procedure related to faculty disclosure of foreign affiliations and related outside activities, working closing with the Office of Conflicts of Interest Review and Management, and the review of international visitors and partnerships for security risks
* Partner with faculty and staff to support an understanding of vulnerable areas
* Update senior leadership on all federal and state regulatory initiatives regarding research security and foreign influence concerns

* Inform Principal Investigators and relevant enterprise-level and college, school, or unit-level information technology staff of the requirements under DFARS 7012, 7019, 7020, CMMC framework, and CUI / CDI identification and assist in ensuring that appropriate System Security Plans are developed, as needed.
