Job Summary Participates in and leads Plant Operators in the performance of activities related to the operation and maintenance of the City’s wastewater treatment facility and sludge management operation; leads and evaluates work of Plant Operators; performs various laboratory tests and analyses as required for effective operation of the facility.
Essential Functions 1. Leads and evaluates the performance of Plant Operators; recognizes and counsels Plant Operators regarding work performance; defers formal disciplinary action to higher-level supervisor(s).
2. Operates and monitors all processing equipment and machinery; initiates changes in operation as determined through calculations and the monitoring of processing variables, test procedures and independent judgment of varying factors.
3. Maintains quality processing records, including flows, chemical dosage, laboratory analysis, and various other facility operations.
4. Effects routine maintenance (repairs and cleaning) of all buildings/structures, equipment fans and blowers, including but not limited to, conducting routine inspections, making mechanical repairs/adjustments and overhauling pumps, reduction gear, and variable speed drive units.
5. Performs various laboratory tests and analysis required for effective operation of the wastewater treatment facility; handles calibration of associated test equipment.
6. Provides after-hours and weekend emergency phone response for operations and customers concerning public service situations.
7. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
8. Regular and timely attendance are required for this position.
9. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.
Required Skills SKILLS, KNOWLEDGE AND ABILITIES
• Knowledge of and ability to apply basic chemistry and mathematical principles.
• Knowledge of basic wastewater treatment equipment processes, controls, instrumentation and hydraulics.
• Ability to accept responsibility and account for actions.
• Ability to follow instructions, safety practices and standard operating procedures in performing assigned tasks.
• Ability to be punctual and attend work regularly
• Ability to perform work accurately and thoroughly.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to interpret charts, flow diagrams, maintenance manuals, and instructions.
• Ability to perform mechanical repairs.

• Must possess the ability to provide leadership, assign responsibility, and follow through on jobs to completion.
• Must be able to read and interpret lab data.
• Skill in use of personal computer including Microsoft Office, Microsoft Excel, e-mail and the internet.
• Must possess and exhibit the skills necessary to operate assigned tools and equipment in a safe and proper manner.
• Must possess skills in personnel supervision, training, and in coordinating operations for assigned area of responsibility.

• Ability to work in a team environment, contribute as a team member and treat co-workers and customers with respect.
• Ability to work any day of the week (weekends and weekdays), long hours and shift work as required.
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
Requires an Associate’s degree plus 2 1/2 years of wastewater treatment experience or an equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.
Must possess a B Certification in Wastewater Treatment from the Texas Commission on Environmental Quality.
One year of supervisory experience is required.
Minimum of two years of experience in operating a SCADA system including reporting, troubleshooting and programming of the system.
Must pass a Federal/National criminal background and credit check. Must have a valid Texas driver’s license with an acceptable driving record as defined by City policy.
