Job Summary Reviews of simple to complex building, mechanical, electrical, plumbing and other construction documents for residential and non-residential construction for compliance with adopted codes and ordinances. Secondary duties include support of the inspection staff through on-site inspections of building, mechanical, electrical, plumbing and other related work for residential and non-residential work for compliance with adopted codes and ordinances.
Essential Functions 1. Reviews plans for compliance with locally adopted codes (building, mechanical, electrical, and plumbing), and for compliance with applicable ordinances; performs plan review of simple to moderately complex building projects.
2. Performs skilled inspection work as needed to ensure compliance with municipal ordinances and regulations governing new and existing commercial, residential and industrial construction.
3. Ensures construction plans are reviewed and construction activities are monitored and inspected throughout process for code compliance.
4. Conducts on-site inspections to ensure new and remodeled residential, commercial and industrial construction is in compliance with existing building codes including electrical, plumbing, gas, HVAC, and structural.
5. Meets with the public, developers, builders, etc. to answer questions related to codes and their application; ensures code compliance questions are answered to the satisfaction of all involved and interested individuals.
6. Ensures inspections are accomplished in a timely and accurate manner; ensures that construction plans are reviewed accurately and in a timely manner.
7. Without supervisor involvement, reviews and resolves problems, complaints or violations as referred by the supervisor or as the result of a call-in or referral.
8. Ensures code violations, complaints and problems are adequately reviewed and resolved with supervisor involvement as needed.
9. Records and reports on daily inspection activities on the department computer system.
10. Ensures that all projects are thoroughly documented and that such documentation is accessible to all interested parties.
11. Conducts compliance inspections for signs, swimming pools, water and sewer connections, yard grading, set-back restrictions, etc.
12. Receives assignments through various methods for daily inspections.
13. Receives and completes special project assignments related to ordinance compliance.
14. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
15. Regular and timely attendance are required for this position.
16. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.
Required Skills SKILLS, KNOWLEDGE AND ABILITIES
• Knowledge of mathematics to perform calculations related to the application of construction codes.
• Knowledge of city building codes and ordinances, laws and regulations concerning building new and altered construction.
• Above average interpersonal skills, regular and punctual attendance and physical ability and endurance to perform assigned tasks.
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
High school diploma or equivalent plus three years of experience as a Building Inspector or Plans Examiner in a municipal environment or an equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.
College degree and International Code Council Plans Examiner is preferred.
State of Texas plumbing inspector license is required.
Must pass a Federal/National criminal background check and credit check. Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.
Must pass a pre-employment basic physical, drug screen, Ishihara vision screen and functional assessment screening (Level 1).
