General Description Specialized, technical responsible work relating to all phases and types of plan review for structural integrity and code compliance in all types of new construction and additions. Work is performed under the direction of the Building Division Manager.
Essential Job Functions • Examines all plans and applications submitted for all structures.
• Indicates changes required for conformance to building codes, good construction practices and structural soundness.
• Notifies responsible person of defects and issues verbal or written instructions for correction.
• Reviews qualifications of contractors prior to issuance of building permits.
• Assists contractors, architects, engineers and the public with code compliance problems.
• Works with developers and architects on preliminary project planning.
• Confers with the Chief Plans Examiner in daily activities.
• Advises other plans examiners and building inspectors of code interpretations and procedures related to daily reviews.
• Assists with field inspections, as needed.

Knowledge/Skills/Abilities • Knowledge of principles, practices, and procedures, pertaining to building construction and repairs.
• Skilled in customer service and communications skills, written and verbal.
• Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
• Skilled in using computers for data entry.
• Ability to perform investigation work when required and write clear, concise and accurate reports.
• Ability to check construction plans for loads, footing and foundation design.
• Ability to use computer software (Word, Excel, PowerPoint, Access, etc.) and enter data accurately from a wide variety of source documents.
• Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy.
• Ability to establish and maintain effective working relationships with City officials, other employees and the public.
Education, Experience, Licenses and Certifications
Education and Experience: • High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred.
• Five (5) years of responsible construction experience; reasonable amount of experience in business and office administration, office procedures.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications: • Possession of or ability to obtain a valid Florida driver's license by date of hire.
• Must be able to obtain a Provisional license within 90 days from the date of hire, and possession and maintenance of certification as Building Plans Examiner and Standard Inspector within one (1) year from the date of hire, through the State Department of Business and Professional Regulation.
