The Compl AML Intel Director (Mgr) manages multiple teams through other managers. In-depth understanding of how own sub-function contributes to achieving the objectives of the function. A good understanding of the industry, direct competitors' products and services, is also necessary in order to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Responsible for executing functional strategy in area managed. Determines approach to implementing functional strategy. Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses. Full management responsibility for multiple teams, including management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. May be doing involved or responsible for diverse (cross-discipline) activities. Typically, a direct report to a C16 role and function as an integral member of the functional leadership team within a country/site location, job family, or line of business.
Responsibilities:
• Manage a diverse team of staff across multiple locations; invest in the development of all team members to facilitate consistent execution.
• Provide subject matter expertise on Citi AML policies and projects and participate as a member of policy and project teams; drive the strategic direction of the program.
• Oversee case investigation from beginning to end of review; recommend disposition for escalated investigations when applicable. Manage the documentation and reporting of investigation findings in case management system and prepare reports to management as required. Review and finalize the team’s Suspicious Activity Reports (SAR) and coordinate recommendations to either retain or exit relationships.
• Identify and research high risk areas / typologies and trigger events for risk severity and sensitivity evaluation.
• Work collaboratively to analyze and review typologies to establish review processes.
• Support the process for determining suitable data access requirements, the extent of data sharing access and restrictions in collaboration with the Data Privacy Office and designing, with support from Global and Regional partners, the data mining analytics strategies for detecting suspicious transactional and customer activity. Escalate to Investigative units, Risk advisory or Stakeholders if needed.
• Liaise with the General Counsel and other Regional Coordinators as necessary on investigation findings.
• Participate in global and regional AML initiatives, provide feedback to enhance and improve controls across Citi businesses.
• Additional duties as assigned.
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
• AML Certification
• 15+ years prior work experience in a financial institution with job specific work experience in AML
• Managerial Experience
• Consistently demonstrates clear and concise written and verbal communication and interpersonal skills
Education:
• Bachelor’s/University degree required
• Master’s degree preferred

Citi’s Financial Crimes organization aims to protect our clients, our franchise, and the financial system from being used to facilitate money laundering and terrorist financing through a robust, globally consistent program focused on the prevention, detection and reporting of financial crimes which complies with applicable AML laws and regulations.
Global Financial Crimes Investigations and Intelligence ("GFCII") has its mission to create an integrated approach to the prevention and detection of financial crimes by identifying vulnerabilities and mitigating risks to the bank. The GFCII has expanded its mission from Anti-Money Laundering to integrate areas including, but not limited to, Cyber-Enabled Financial Crimes, Data Intelligence, Vulnerable Person Program, Anti-Bribery and Corruption, Sanctions, Fraud, and Cryptocurrency. GFCII’s responsibilities include identifying trends and patterns within Citi’s data which will be distributed to relevant stakeholders for appropriate action or informational purposes with an objective to pro-actively identify ongoing unusual activity and emerging trends. This expansion requires a synchronized operational approach across the Financial Crimes umbrella. GFCII is a global unit with regional teams located in EMEA, APAC, LATAM/Mexico and NAM covering multiple countries in each region.
The position is held by a senior professional responsible for leading risk mitigation and compliance adherence in coordination with the broader Financial Crimes Team. The overall objective is to use industry knowledge to influence and execute functional strategy, influence other functions/ business to address and mitigate risk. This position is a senior-level position critical to the success of the Citi Financial Crimes Program and the GFCII by providing subject matter expertise on financial crimes risk, Citi AML policies and lead projects that drive the strategic direction of the program.
The role is responsible for managing multiple teams through other managers and direct management of certain global strategic initiatives and functions that have significant senior management visibility. The role includes acting as a global liaison to various regions relating to addressing significant events impacting the firm, holistic account closeouts, investigation progress and senior management requests. This role also determines approach to implementing global functional strategy and is responsible for executing this strategy within their organizational managed structure. Excellent communication skills are a major component as this role requires consistent engagement with senior level stakeholders both internally and externally to include internal audit, regulators, and law enforcement.
This role oversees case investigations from beginning to end and recommends disposition for escalated investigations when applicable. Further, they will Identify and research high risk areas / typologies and trigger events for risk evaluation and will work collaboratively to analyze and review typologies to establish initiatives to identify and mitigate financial crime risk. This role supports the process for determining suitable data access requirements, the extent of data sharing access and restrictions in collaboration with the Data Privacy Office. As needed, this role escalates control findings to risk advisory or other relevant stakeholders. The manager will liaise with the General Counsel and other Regional Coordinators on investigation findings and participate in global and regional AML initiatives while providing feedback to enhance and improve controls across Citi businesses. The manager appropriately assesses risk, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets, by driving compliance with applicable laws, rules, and regulations, adhering to Policy.
In addition to the above listed responsibilities this position oversees the facilitation of the following multiple critical programs within GFCII critical to Financial Crimes compliance.
• Oversight of the Investigative Analytical Team: Program oversight of intake and analytical review of all incoming global referrals, including subpoenas (approximately 15,000 per annum). This critical program evaluates all incoming referrals from internal and external sources, assigns a risk rating to ensure priority is given to the most sensitive cases.
• Terrorist Response Team : Leads the partnership with the FBI responding to real-time 24/7 referrals of individuals involved in terrorist activity, often real time incidents of terrorism that require expedited responses.
• Financial Coalition Against Child Exploitation : Oversight of an ongoing initiation with the National Center for Missing and Exploited Children whereby financial institutions respond 24/7 to information provided by law enforcement on potential individuals responsible for the abduction of children and subjects of Amber and Adam Alerts.
• Leads Significant Special Events : Addresses large scale initiatives that address significant risk i.e., investigation of any touchpoints in response to the US withdrawal in Afghanistan, provides recommendations to the broader Citi team based on GFCII findings to block or allow the wire to continue to its destination. Spearheaded Citi’s response to the FinCEN leaks, a global Special Initiative that required daily written escalations and verbal briefings to the OCC , Global Public Affairs and Citi seniors.
• Leads Operation Limestone: A Public Private Partnerships in which FBI provides feedback on SARs previously filed by Citi that are potentially linked to active terror finance investigations.
• PATRIOT ACT Analytical Intake:
• 314(a)- Oversight of the Investigative intake process and analysis of all 314(a) referrals from the US government.
• 314(b) - Oversight of the Investigative intake process and analysis of all 314(b) referrals from external FI’s.
These programs are at the forefront of the AML environment and demonstrate Citi's commitment to the AML compliance, meeting the expectation of regulators.
