The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities. APD provides critical services and supports for customers with developmental disabilities to reach their full potential. The Agency serves people with spina bifida, autism, Down syndrome, children age 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities. There is no charge or co-payment for services provided through the Agency.

DIRECT DEPOSIT PROGRAM - As a condition of employment, a person appointed to a position in State government is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.
BACKGROUND SCREENING REQUIREMENT:
It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
No applicant for a designated position will be employed or permitted to volunteer until the Level 2 screening results are received, reviewed, and approved by the Agency.
Level 2 background screening shall include, but not be limited to, fingerprinting for Statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, and Federal criminal records checks through the Federal Bureau of Investigation, and may include local criminal records checks through local law enforcement agencies.

*** DUTIES:
Employees of the Agency for Persons with Disabilities are required to demonstrate total commitment to outstanding customer service. This includes, but is not limited to, always acting in a responsive, professional, courteous manner with the employees, customers and public we serve at all times.
This is a professional position responsible for independently performing a variety of activities related to quality assurance, improvement and enhancement of provider service delivery practices, training and education, customer service, investigations and recoupment of funds, and networking, communicating and collaborating with others while upholding HIPAA requirements.  The incumbent's duties include, but not limited to, the following:
Tracks, investigates, addresses, and documents all service delivery grievances/complaints, suspicions of misuse of funds, fraud, programmatic violations, incident reports, protective services investigations, and follows-up through to resolution.  Identifies, calculates, negotiates, and processes recoupment resulting from the investigation.  Ensures completion of a Plan of Remediation and obtains documented evidence of provider corrections and improvements.  Makes recommendations for further action on the provider status as needed.
Requests provider records and conducts audits as needed.  Writes findings summary with recommendations and identifies billing discrepancies and performance patterns/trends.  Addresses findings with provider at technical assistance/remediation, follows-up with provider for Plan of Remediation completion and obtains documented evidence of corrections/improvements to 100% of the findings.
Reviews and processes completed application packets and all accompanying documentation and forms, enters in tracking system, and forwards to State Office in accordance with agency procedures.  Maintains and updates applicants’ files and tracking as needed. Corresponds with applicants and maintains a record of the communication.  Maintains updated and accurate application packets for distribution.
Processes regional Background Screenings for applicants requesting enrollment and existing providers.  Timely and accurately processes, tracks, routes, and files background screenings, 5-year re-screenings requests and results. Monitors re-screenings compliance ensuring providers adhere to time frames established in the Florida laws and the Agency’s operating procedures. Maintains consistent and effective communication with the DCF Screening Unit related to the processing of exemption packets and other screenings matters.  Provides education on Background Screening requirements, screening components, and other related topics.
Tracks and processes new services agreements and renewals within designated time frames to prevent expiration.  Prepares and sends updated service listing letters and/or termination letters due to loss of contact and expired agreements to providers. Completes File Maintenance form and submits to State following agency procedures.  Monitors, tracks, and documents provider business liability insurance compliance.
Enters new provider information and changes to existing providers’ information on ABC and iBudget and the regional providers’ directory.  Ensures accuracy of the information through consistent updates and maintenance.
Responds to inquiries on qualifying criteria and enrollment process of applicants.  Conducts technical assistance with potential providers related to the completion of the enrollment packet, and on required documentation evidencing qualifications, training and experience.  Conducts orientation for new providers on the application process as needed.
Processes requests for expansion from existing providers.  Communicates and collaborates with APD staff from other regional offices to gather and share performance information and determine eligibility for provider expansion.  Writes summary of reasons an expansion is not recommended, as needed, and submits to State Office for their consideration.  Communicates the expansion approval/denial to the requesting provider.
Reviews and researches provider billing claims.  Identifies and tracks billing discrepancies and violations and takes appropriate action to include recoupment of funds.  Tracks recoupment until all funds are reimbursed to the program/AHCA.  Uses ABC, FMMIS, and iBudget proficiently.
Makes and tracks referrals to Medicaid Program Integrity at Agency for Health Care Administration, and to the Medicaid Fraud Control Unit from the Office of the Attorney General as needed and conducts referral follow-up.
Conducts provider recruitment activities, as needed, and targets the recruitment of specific types of providers needed in the Region.
Participates in meetings, conference calls, training, workshops/workgroups, and other miscellaneous activities as needed.  This includes Delmarva quarterly meetings, Region’s Quality Management meetings, and Steering Committee meetings.
Works on special projects and other assignments through to completion and meeting deadlines; performs other duties as assigned.
