OVERVIEW:
The Director of RFP and Estimating is responsible for management of all RFP evaluations, submissions and estimates submitted to Customers. This individual is tasked with producing quality work to customers specifications within the timeframe and budget required. All of this is accomplished by performing the following duties personally or through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Identify and pursue contracts and RFP’s with key customers.
• Oversee and coordinate the response of all major RFP’s.
• Develop and oversee the selection of and pricing from subordinate vendors needed to pursue business objectives.
• Ensuring records of all RFP and Estimates are maintained and accurate in DOR.
• Oversees the hiring and firing of employees. Ensures that performance reviews are done on all employees. Administers salary increases as warranted. Disciplines employees as needed. Enforces all company policies and procedures.
• Reviews and processes all RFPs assigned to that market. Works with ownership and local team to formulate competitive bids. Works closely with local customers to ensure scopes of work are properly understood.
• Formulates and maintains quality control objectives and coordinates objectives with job production procedures in cooperation with Market Supervisors to maximize service reliability and minimize costs.
• Investigates and addresses customer complaints regarding quality. Enforces quality control measures to ensure quality issues are corrected internally.
• Acts as liaison between Company, Field Personnel and Customers.

SUPERVISORY RESPONSIBILITIES:
• This position will carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
• Manages range 2-4 subordinate supervisors who supervise a total of range 6-12 employees in the Construction/Tower/Technical Field Crews. Is responsible for the direction, coordination, and evaluation of this unit.
• Supervise crews to ensure top quality workmanship
• Interviewing, selecting, and training of employees
• Setting and adjusting their rates of pay and hours of work – foremen are responsible for determining, directing the work of employees
• Maintaining job records for use in supervision or control
• Appraising employees’ productivity and efficiency for the purpose of recommending promotions or other changes in status
• Handling employee complaints and grievances; disciplining employees
• Planning the work
• determining the techniques to be used
• Apportioning the work among the employees
• Determining the type of materials, supplies, machinery, equipment, or tools to be used
• Controlling the flow and distribution of materials and supplies
• Providing for the safety and security of the employees or the property
• Planning and controlling the budget
• Monitoring or implementing legal compliance measures.
KNOWLEDGE, SKILLS AND ABILITIES:
• Must have excellent written, verbal communication and interpersonal skills.
• Ability to execute safety and quality control plans.
• Ability to interact on a daily basis with customers regarding project planning.
• Working knowledge and experience with project/contract budgets.
• Must have the ability to manage multiple projects and tasks in multiple locations, and possess strong organizational, communication and leadership skills.
• Must be capable of developing project cost estimates and have knowledge of the local subcontractor market.
• Basic computer experience, including use of Microsoft Excel. Knowledge and experience of project and construction practices.
• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and regulatory personnel.
• Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to define problems collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
QUALIFICATIONS:
• Required to have a minimum of 7 years of telecom, construction, electronics, and technical experience.
• Experience with tower safety/rescue, Anritsu, Comtrain, CommScope, or Andrew certifications are a plus.
• Bachelor’s degree (B. A.) or equivalent from an accredited four-year with a major in Business or Engineering preferred.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
