Description:
• For assigned projects, primary functions include:
o Contractor field oversight
o Review basic design concepts/drawings to support field oversight responsibility.
o Project(s) constructability reviews
o Evaluation of construction, safety and project execution plans
o Identify and mitigate risk items that may jeopardize safety, cost, schedule, quality or environmental compliance. Essentially promote and oversee positive project performance.
o Necessary administrative functions, including but not limited to:
• Daily construction status reports
• Weekly IM reports
• Behavioral Based Safety Observations
• Lead construction interface with Contractor Superintendent
• Primary Owner Representative attending Contractor’s daily Pre-Job Brief / Daily Safety meetings
• Interface, as necessary, with Project Managers, Project Engineering and System Owners / CCP O&M
• This includes addressing / supporting project turnover
• Project punch list development and completion
• Quality walk downs and actions in all weather and terrain conditions
• Daily communications with site PMs especially when field issues arise
• In close coordination with Environmental, ensure that Contractor(s) are executing work in absolute adherence to all environmental requirements
• Perform required Erosion & Sediment Control (E&SC) inspections as required.
• Interface with the various organizations that support a Project within CCP.
• Document lessons learned and operational experience for project and fleet continuous improvement.
• For assigned projects, support functions include:
o Evaluate project safety plans, execution plans, readiness reviews, etc.
o Evaluate engineering documentation
o Review and provide comments (where necessary) on Contractor submittals
• This includes Contractor-initiated or Owner-initiated Requests for Information (RFIs)
• Perform schedule review and integrate comments in coordination with site Project Controls representative and project manager
• Provide leadership to team of assembled IMs if applicable including:
• Leveraging work / task assignment
• Providing coverage where necessary
• Primary interface with site superintendent
• Coordinate with Contractor Project Manager, in tandem with Duke Energy Project Manager
• Lead the construction effort, providing invaluable insight and schedule / safety / construction analysis to Project Manager throughout the duration of a Project.
• Engage in the development of project plans for field implementation.
In general, the Construction Manager is to provide highly engaged field oversight with project execution assignments. Successful oversight is first accomplished by understanding the project plans and field design. By partnering with the construction Contractor to ensure that work performed in the field is executed in a safe, productive, and highly effective manner.
Basic/Required Qualifications:
• Associate degree and five or more years of field supervisory experience constructing or project field implementation (preferably in a regulated utility environment and in ash basin excavation and landfill construction) OR Ten or more years of field supervisory experience constructing or project field implementation (preferably in a regulated utility environment and in ash basin excavation and landfill construction) in lieu of a degree. Preferred ash basin and landfill experience.
Desired Qualifications
• Experience working in a safety culture, including knowledge of OSHA and Safe Work Practice standards.
• Experience interfacing with groups required during project implementation including but not limited to (Plant Management, Operations, Work Control Centers, Environmental, Safety, Supply Chain, etc.).
• Must be able to work extended hours as necessary which could include nights, weekends and holidays.
• Work experience at one or more Duke Energy plants
• Must be willing and able to travel and work remotely as needed to support the project implementation portfolio.
• Must maintain schedule adherence while ensuring safety is top priority.
• Proven track record of taking ownership and accountability for own actions and those of the implementation teams’ actions.
• Proven track record of working collaboratively with project and other organizations.
• Effective written and verbal communication skills.
• Demonstrated ability to translate broad site objectives to specific job functions (personnel safety, human performance, risk management, production, cost-effectiveness, regulatory compliance).
• Demonstrated ability to meet commitments while managing multiple objectives.
• Experience with all disciplines of craft (electrical, mechanical/welding, coatings, civil/structural, inspection services, safety specialists, equipment operators, etc).
• Strong command and control skills.
• Ability to work with suppliers, vendors, contingent resources and plant personnel to facilitate common goals for success
• Project management certification
