These are professional, managerial positions which supervise and/or manage a division, units or program/sand assigned personnel. The focus of this position is on tactical or operational management with both long and short-range assignment. Higher level management positions may become more involved in long term planning and major community projects with specific community groups or major financial implications. Job Description:
Plan, organize, supervise, directs, and reviews the work of assigned personnel, including consultants in the execution of various types of process improvements.
Personnel Management: Manage e-Builder System Administrator, Procurement Liaison, System Controls.
Project Management Information System Management: Provide direction to system administrators. Monitor system performance including projects, processes, schedules, contracts, and expenditures through the e-Builder software. Updating cost and budget information between financial systems and PMIS. Updating dashboards and reports.
Project Resource Tracking. Creating, updating, and reviewing project manager time tracking information. Ensuring system information is correct, reviewed, and updated accordingly.  Ability to create Ad-Hoc reports as required by management and department directors.  Ensuring that approvals occur in a timely manner from the management team.
Data management and reporting solutions – Update and provide information as requested by project managers, senior management, and auditors. Maintaining and updating various reports from varying datasets and software(s) to create cross-functional reports routinely and on request.
Updates department specific business practices and standard operating procedures.  Involves coordination with department managers and project managers to identify best practices and new process implementation.
Responsible for development, collaboration and implementation of Project Management Institute best practices and processes including Project Initiation, Planning, Execution, Monitoring and Control, and Project Closeout.
CIP Program and CIP Budget cross-departmental coordination and support
Coordination with Office of Financial Management during the annual capital budget cycle from kickoff through capital budget adoption.
Directs and assists in the overall direction of the CIP Program to all departments across the County.
Strategic Planning and Alignment with Department and BCC initiatives
Assists with the overall approach and direction of the Capital budget to ensure alignment with BCC strategic initiatives.
Assists management team with human resources and workforce initiatives that meet department goals and objectives.
Ensures the development of an operational budget that meets department training, technology, and other critical needs in support of Capital Project’s mission.
Implement tools, practices, and guidelines that increase department efficiency, transparency, and standardization, where appropriate.
Manages proactive assessments of fraud awareness, prevention, detection, and risk mitigation activities in the area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
About You
Minimum Qualifications:
Bachelor degree from an accredited college or university in business, engineering, public policy, or related field and  four (4) years of related experience.
- OR - An Associates degree from an accredited college or university and six (6) years of job-related experience OR Eight (8) years of experience in lieu of a degree.
Two or more supervisory years of experience is required.
