ORGANIZATIONAL SUMMARY:
Sponsored Research (SR), a department within Research & Innovation and defined in Florida Statute, is responsible for USF System grant and contract development and financial services, with delegated authority by the USF System President to execute contracts on behalf of the President and Board of Trustees. The mission of this department is to protect University research programs while maintaining a strategic balance of service and compliance. Clients served are USF System faculty, research administrators and other USF employees, students, community liaisons for collaborative projects, representatives of affiliated institutions, and representatives of public and private sponsoring agencies. Sponsored Research is a fast-paced, service-centered, and deadline-oriented office. The department has approximately 60 full-time positions and a budget of $4 million.
POSITION SUMMARY:
The Post-Award division of the USF System Sponsored Research central office is responsible for ensuring the proper establishment of all sponsored project awards in FAST, ensuring data consistency within all associated modules, which include Projects, Contracts, and Grants, monitoring activities throughout the life of the award, preparing and submitting invoices and financial reports to various sponsors, assessing risk, reviewing and approving expenditure transfers, tracking and analyzing effort reporting, monitoring subrecipients, and completing the financial closeout of awards. The incumbent will serve as a consultant, reviewer, and trainer to Grant Financial Administrators on one or more of these teams, leading and directing the work of others as needed. The position also prepares data analyses and various reports for management as well as ascertains proper financial management of various sponsored projects.
RESPONSIBILITIES:
Provides training and oversight for a team of Grant Financial Administrators on policies and procedures associated with grant management. Reviews financial processes performed by the team to ensure compliance with contractual requirements and applies accounting techniques to a variety of analyses and corrections.
Develops, implements, and manages business and fiscal processes to ensure compliance and good stewardship of University resources. Interprets and applies administrative policy related to finance, accounting, budgeting, auditing, purchasing, procurement, legal, and regulatory compliance. Monitors cash, budget, and expenses and is responsible for the overall financial management of projects to ensure these transactions are in agreement with the awarded contract terms and USF's policies and objectives.
Remains up-to-date with changes in University, state, federal, and sponsoring agency policies and regulations and related authoritative guidance (Federal, state or University). Reviews contract terms and conditions, builds appropriate and complete record-keeping controls to maintain the University's official records of a sponsored research project, provides assistance with modifications, and advises faculty Principal Investigators and other researchers on financial and compliance matters with significant economic impact and potential liability.
Under the direction of the Assistant Director for Subrecipient Monitoring, this position facilitates the administration of subawards across the University of South Florida System to ensure that the organizations receiving sponsored funding from the University of South Florida (whether directly or indirectly) are in compliance with the sponsor?s requirements as stipulated in the terms and conditions of the prime award or any other applicable policies and regulations. This position works with complex, multifaceted projects requiring extensive management and continual monitoring of subrecipients as well as specialized knowledge of compliance administering sponsored awards.  As such, to allow the University to meet its obligations as the pass-through entity, the Subrecipient Monitoring Grant Financial Administrator I must have wide-ranging experience performing subaward risk assessments, facilitating adherence with applicable policies and regulations and reducing the University?s exposure to unnecessary hazards.  Assist the Assistant Director in providing accounting records or other substantive documentation in support of auditor inquiries.
Serve as a liaison between the division of Sponsored Research, principal investigators, department, and agency administrators as well as other internal and external stakeholders to respond to standard questions; research, analyze, and resolve problems on new, existing, or terminated subawards; provides post-award financial administration for subawards in accordance with University policy and agency requirements; monitors financial and budgetary transactions to ensure compliance with Federal Government guidelines - Office of Management & Budget (OMB) Uniform Guidance, University policies, procedures, terms and conditions prescribed by sponsoring agencies, and generally accepted accounting principles; and, serves as a technical resource for compliance in the contracts and grants life cycle by possessing working knowledge of OMB Uniform Guidance; knowledge of Federal Acquisition Regulations and principles of cost accounting standards. May represent the Assistant Director in his/her absence.
Other duties as necessary in support of the mission and goals of the office and the USF system.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a bachelor's degree in an accounting or business field and four years of work experience in research, research administration, or a university financial function. Relevant work experience may be substituted for the educational requirement on a year-for-year basis.
PREFERRED:
Experience in a public research university or comparable institution. Advanced knowledge of accounting principles related to sponsored award financial management. Experience training and mentoring. Ability to utilize University Enterprise Systems (FAST, GEMS, and Banner).
