ORGANIZATIONAL SUMMARY:
The Division of Academic Affairs comprises the activities and personnel central to USF St. Petersburg campus' mission of teaching, research, and service.
POSITION SUMMARY:
The Post Award Administrator acts as a technical expert in the post-award management of grants and contracts, serving as primary contact between unit Principal Investigators (PI's), college business staff, and USF Sponsored Research and USF Research Financial Management.  The Post Award Administrator collaborates with the USFSP Unit Research Administrator (URA) to ensure robust administrative support for USFSP sponsored research.
POSITION SUMMARY:
The Unit Research Administrator (URA) acts as a technical expert in the management of grants and contracts serving as the primary contact between unit Prinicipal Investigators (PI's), college business staff, and USF Sponsored Research and USF Research Financial Management. The URA collaborates with other St. Pete administrators to ensure robust administrative support for research on the St. Petersburg campus.
RESPONSIBILITIES:
Provide to PI's, college business staff, university leadership, and the USFSP community guidance and interpretation of federal regulations, agency specific requirements, and university policies and procedures regarding post-award administration of grants and contracts. Provide instruction and training regarding post-award activities, including fiscal and regulatory compliance.
Assist in post-award administrative processes such as setting up accounts and hiring staff.  Assist in establishment of cost share accounts and documentation/fulfillment of required cost share.  Assist with sub-award agreements as needed. Assist with management of program income. Facilitate necessary grant and contract budget revisions, assisting with calculations and acting as liaison with USF Research Financial Management and sponsors.
Assist with award monitoring to ensure compliance with university and sponsor financial regulations and award terms and conditions.  Provide guidance and direction to PI's and college business staff regarding allowability, allocability, and reasonableness of expenditures (e.g., supplies, equipment, salaries).  Provide guidance and direction on proper award-specific budget/expenditure procedures and financial control (e.g., participant costs).  Support PI's and college business staff in complex activities such as payroll and non-payroll expenditure transfers, tuition charges, extra compensation, etc.  Support PI's and college business staff in ensuring spending within budget and avoiding over expenditure.
Cross train on pre-award processes at USFSP and provide back-up and support for pre-award services during major deadline periods and/or upon the pre-award URA's absence.
Maintain current knowledge of and provide guidance regarding sponsored programs regulatory compliance, including such topics as human subjects, vertebrate animals, conflict of interest, intellectual property.  Act as liaison with compliance specialists in the USF Office of Sponsored Research.
Support reporting as needed.  Provide effective financial reports to PI's and college and university business staff.  Review grant and contract terms and conditions to identify and communicate to PI's and college business staff reporting time frames and requirements.  Submit and/or oversee submission of budget and activity reports on active grants to USF Research Financial Management / USF Sponsored Research as needed. Assist PI's in development of requests for no-cost extensions. Provide guidance and direction to PI's and college business staff regarding development and maintenance of documentation for accurate billing of sponsors, as appropriate. Coordinate project closure, including submission of final reports and completion of close-out checklist.
Coordinate accurate and timely completion of effort certifications.
In collaboration with USF Research Financial Management, support PI's and college business staff in developing responses to sponsor/auditor inquiries.
Assist with post-award administration problem resolution.
Support research infrastructure and capacity. Develop training and deliver workshops to USF St. Petersburg campus community regarding research opportunities and support. Support campus research efforts such as the Annual Student Research Symposium, committees, and groups - such as the Research Council and Advisory Group - to compile reports, business cases, and support other opportunities as needed.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and one (1) year of research, finance, accounting, compliance or research administration experience; or a Master's degree. Progressively responsible experience involving grant development or administration may be substituted for the Bachelor's degree.
PREFERRED:
Bachelor's degree and a minimum of three (3) years of experience in research administration in a higher education environment or sponsoring entity/agency. Experience with financial information systems. Organizational and analytical skills. Good oral and written communication skills. Excellent interpersonal skills.  Knowledge of federal/state/private agencies, regulations/procedures applicable to grants, contracts, and ethical conduct of research.
