Supporting the Most Exciting and Meaningful Missions in the World              Planning Manager       Job Summary:  Reports directly to the Programs & Engineering Services Manager. Ensures facility and infrastructure requirements are converted into facility projects that are properly documented, prioritized, authorized, approved, and funded (this is called “programming”) in accordance with all laws, policies, and regulations.  Funding sources include Sustainment, Restoration & Modernization (SRM), Military Construction (MILCON), Non-Appropriated Funds (NAF) and Air Force Reserve Command (AFRC).  Provides all information and responses for Higher Headquarters information requests (taskers) on all facility programming subject matters, as well as all other Higher Headquarters developed initiatives.Essential Job Functions:   (not limited to duties as described – perform related duties as requested)Program and ensure 6 CES projects comply with legal and regulatory requirements, to include preparation of DD Form 1391s.Manage BCAMP/AFCAMP, MILCON, UMMC, and Decentralized FSRM Execution Plan data call processes.Review validation slides and cost estimates for facilities and infrastructure maintenance, repair, and construction projects.Oversee facility condition assessments and data entry into the Air Force’s Sustainment Management System (SMS) BUILDER database and other SMS databases.Analyze SMS BUILDER and other SMS databases and reports to forecast future repair projects.Coordinate asset management system with Engineering and Operations.Conduct space use analysis and prepare space request PowerPoint slides.Oversee updates to Comprehensive Planning Platform (CPP) for MacDill AFB.Develop short and long-term planning and siting actions; coordinate with Community Planner.Ensure preparation and renewal of Real Property Instruments (licenses, permits, easements, etc.) on a timely basis.Ensure timely review and data entry of DD1354 Transfer and Acceptance of DoD Real Property forms.Implement metrics and analyze systems to ensure actions are timely and reviewed at critical points. Monitor coordination/ approval process for converting work requests to contract projects. Prepare various reports to communicate status and historical information. Prepare presentations for and responses to installation leadership on facility project programs.  Maintain information in the NexGen Project Management database.Create Programming level cost estimates for future programmed projects.Level of Supervision:  Supervises the Plans and Programming department, to include Asset Manager, Programmer, Cost Estimators, Real Property Manager, and Community Planner.Education & Experience:REQUIRED: Minimum ten years of construction or engineering experience, plus five years of experience in Air Force Civil Engineer organization to include programming, design, or construction.Bachelor’s degree in Architecture or Engineering from ABET-accredited university program.License & Certifications:DESIRED:  Registered Professional Engineer or Architect in State of FloridaKnowledge & Skills:Knowledge of Civil Engineer and Air Force funding processes. Key funding sources include SRM, MILCON, NAF, and AFRC. Have a working knowledge of Geo-base, and Microsoft Software (EXCEL, WORD, Etc.).Knowledge of Air Force Instructions (AFIs) and United Facilities Criteria (UFCs).Knowledge of Air Force Real Property processes.Working knowledge of broad range of engineering and construction standards, methods, and practices, and Construction Standards Institute (CSI) format.Computer based estimating (i.e. Timberline, Cost Works, e4 Clicks, ProGen); Microsoft Office Suite (Word, Excel, Power Point, Project).Communication skills:  Ability to effectively communicate both orally and in writing using various formats, styles and methods. Must speak fluent English. Ability to brief large groups of military and civilian personnel.Excellent organizational skills. Ability to handle multiple priorities with interruptions and still meet deadlines.Physical Demands/Working Environment:80% of the job is in a conditioned office environment with extensive computer use.  20% of the job will be in the field performing site visits and customer interviews.   Travel: Less than 5%Security Clearance:  Must be able to hold a Secret Clearance       Amentum is proud to be an Equal Opportunity Employer.
