ORGANIZATIONAL SUMMARY:
The Institute for School Reform in the College of Education is nationally recognized research and training center that provides technical assistance to school districts and other service delivery leaders throughout the United States. The ISR's $20 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISR to implement research-based and innovative practices in Florida Schools though the use of technical assistance, training, coaching, and program evaluation. The ISP, through various projects, seeks to help enable all schools in the state of Florida to provide a safe, effective, and efficient environment; to continuously improve the academic and social/emotional growth of ALL students; and to engage families and communities in the school process.
POSITION SUMMARY:
The Electronic Medicaid Administrative Claiming System Coordinator will perform functions surrounding the Medicaid school-based services reimbursement program, including collaboration with school district staff, other state agency staff and consultants from other student services professionals as part of the School Support Services project. The EMACS Coordinator is responsible for collaborating, communicating, disseminating information, and providing leadership to school districts, the FDOE and the state Medicaid agency regarding effective participation in the state Medicaid agency's school district administrative claiming program. The EMACS Coordinator will be responsible for performing functions surrounding quarterly random moment sampling process using the FDOE Electronic Medicaid administrative Claiming System (EMACS). The sampling methodology is used by Florida school districts to participate in the Florida Medicaid school district administrative claiming program. The EMACS Coordinator will provide strong leadership in promoting the implementation and best practices and following the policies and rules for the reimbursement processes necessary for successful school district participation in the Medicaid school district administrative claiming program.
SPECIAL REQUIREMENTS:
Must pass a Level II background check. Position is located in Tallahassee, FL.
RESPONSIBILITIES:
Works collaboratively with Florida school district personnel on implementation of the school district Medicaid administrative claiming program. Provides multiple forms of technical assistance (face-to-face, phone, video-conference, and written guidance and support), including training for effective implementation of the program, strategies for increasing reimbursement, implementing Medicaid school district administrative claiming policies, processes and procedures for determining appropriate school district personnel to be included in a quarterly random moment sampling.
Collaborates with the state Medicaid agency throughout its quarterly monitoring process of the school district EMACS random moment sampling to provide clarification on coding of samples, submission of sample moments, clarification of job title certifications, and policy implementation.
Conducts post-quarter EMACS data management responsibilities related to the quarterly random moment sampling process, including review of coding of all sample moments. Corresponds with school districts regarding errors and corrections needed. Collaborates with state Medicaid agency on coding issues. Calculates required EMACS data for return to the state Medicaid agency and school districts.
Conducts pre-quarter data management responsibilities related to the quarterly school district Medicaid administrative claiming program using the FDOE Electronic Medicaid Administrative Claiming System (EMACS). Obtains individual school district calendars and personnel rosters. Reviews rosters for appropriateness of personnel included. Reviews and assists with job title certification requests from the state Medicaid agency. Develops and disseminates quarterly timeline. Generates and processes individual school district rosters into the EMAC. Generates and disseminates the quarterly random moment sample using the EMACS.
Serves as liaison and provides technical assistance to the FDOE, the state Medicaid agency, other state and community departments and agencies, and other professional associations with an interest in the Medicaid administrative claiming program. Technical assistance (face-to-face, phone, video-conference, and written guidance and support) to these agencies includes providing guidance regarding the role of the school district in rule and policy compliance; best practices in administrative claiming processes; facilitating linkages between school districts and state Medicaid agency personnel.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in a field directly related to the program responsibilities and two years of professional experience; or Master's degree in an area of specialization appropriate for the program.
PREFERRED:
Bachelor's Degree in Education, Accounting, Social Work, Public Health, or similar degree and 5 years' experience in school district or state level administration of the Medicaid school district administrative claiming program.
SPECIAL SKILLS/TRAINING:
Experience with and knowledge of school-based Medicaid services state and federal rules. Experience developing and implementing professional development for qualified school district providers of Medicaid reimbursable school-based services.
