Position Summary:
The Center for Urban Transportation Research (CUTR) received a contract from the Railroad Safety Technical Training Standards Division (TTSD). The TTSD office manages the Office of Railroad Safety’s Technical Training Program for more than 650 Federal and participating State railroad safety inspectors and specialists of the technical disciplines. To accomplish this mission, the TTSD designs, develops, and delivers specialized internal courses, in accordance with a rigorous model construct referred to as a Systematic Approach to Training (SAT). As part of this contract, CUTR is tasked to provide all training support programs and activities provided to TTSD. The Training Manager will prepare and deliver a quarterly training and safety report and ensure training plans are in line to support growth planned for the facility. CUTR will provide staff to manage the FRA’s existing Learning Management System (LMS). FRA employs Blackboard as its LMS solution. Duties associated with LMS management include:
• Manage the day-to-day functions of the LMS ensuring the system is working properly. This includes maintaining user records and course dataset to track classes, schedule students, and record training completions.
• Provide support for students, TTSD Instructors, FRA personnel at Transportation Technology Center (TTC) and other Federal Railroad Administration (FRA) Divisions/Regions or districts, and State Managers.
• Be a resource for Instructors and other FRA Staff on how to better utilize the LMS (e.g., navigation, running queries). Advise instructors on how to create courses, organize and deliver training to field employees.
• Provide real-time (behind the scenes) support for all instructor-led virtual classes; Maintain TTSD course catalog and schedule of classes; Managing on the job training (OJT) program through Learning Mgmt. System (LMS), assisting new employees and managers as needed and running reports.
• Perform other duties as assigned
QUALIFICATIONS (Education & Experience):
Minimum Qualifications:
Bachelor's degree in Computer Science, MIS or other field involving software and analytical training and two years of IT related work experience; or a Bachelor's degree with no specific required field and three years of IT related work experience, OR a combination of six years of IT related work experience and validated training. Preparation for a relevant IT certification is considered to be related training.
Preferred Qualifications:
The LMS administrative support personnel should have a minimum of three years LMS administration experience. Individuals supporting this effort must have demonstrated experience as a problem-solver, detail-oriented, and works well in a team environment. Experience with audio-visual production and support, HTML, web- design, writing SQL queries, and survey administration is desired.
