In this vital role you will manage the life cycle of their contingent labor/external workforce (i.e. temp workers, consultants, outsourced services, etc.), the Regional Mgr will support Amgen Functions through aligning with the respective functions’ collaborators, understanding the external worker needs and opportunities, addressing questions and directing internal customers to the appropriate sourcing channels, and providing oversight and mentorship according to the External Workforce Policy. This Regional Mgr is based out of the Amgen Capability Center in Tampa, FL. And will report to the Regional Sr Manager of the External Workforce Center.ResponsibilitiesUses consulting skills to work with business leads to achieve key objectives and increase effectiveness of the utilization of external workersPartner with Talent Acquisition, Human Resources Business Partners, Global Strategic Sourcing (GSS), Strategic Operations and Managers (SPOs), External Workforce Regional Leads, etc. to maintain consistency of program policies and procedures; identify continuous improvement opportunities; align workforce strategies across all labor categories; drive efficiencies; maintain consistencyEducates business on external workforce processes, utilization, categorization, etc.Educates business collaborators on external workforce including processes, utilization, worker categorization, risk mitigation, policy compliance guidelines.Facilitate and deliver program-wide training to collaborators, business partners and engagement managers.Develop and enhance program content including PowerPoint, playbooks, Quick Reference Guides (QRGs) and Standard Operating Procedures (SOPs).Works with the business unit leadership to define reporting requirements to provide insights and inform decision-making for the functional clients supportedSupports technology implementations (e.g. defines business requirements, coordinates User Acceptance Testing, organisational change etc)Delivers external workforce metrics to business unit leadership and management, and/or partners with EWC leadership and function leads to standardize metrics and reportsSupport SOX monthly reporting activities, including quarterly and year end certifications.Ensures proper categorization of external workers for appropriate business unit’s external workforceLiaises between EWC and business on larger external labor on/off-boarding's (e.g. outsourced supplier changes)WinWhat we expect of youWe are all different, yet we all use our unique contributions to serve patients. The professional we seek possesses these qualifications.Basic Qualifications:Doctorate degreeOrMaster’s degree and 2 years of human resources, and finance, or strategic sourcing experienceOrBachelor’s degree and 4 years of human resources, and finance, or strategic sourcing experienceOrAssociate’s degree and 10 years of human resources, and finance, or strategic sourcing experienceOrHigh school diploma / GED and 12 years of human resources, and finance, or strategic sourcing experiencePreferred Qualifications:Bachelor’s degree with emphasis in such areas as management, human resources, finance, or strategic sourcingHR generalist experience and preference managing employee relations issues (subject matter expert); Experience with temporary staff/external workers is a plusExperience with key systems such as Fieldglass, Ariba and WorkdayStrong Excel skills.
