Role and Responsibilities                                                                                                         SummaryLeads cross-functional team responsible for solution development during the Capture Phase of the Lead to Award process. The Capture Manager is responsible to achieve an award-winning product or service in accordance with customer requirements and within the schedule allocated for the Capture Phase of the effort. The Capture Manager is the Leader of the Capture Team and is the final authority regarding technical and tactical decisions relating to the solution.  Manages Capture Team members’ workload, tasks, expectations and resources to ensure the team stays on schedule. Supports the Lead to Award processes to ensure adequate time and resources are available during proposal development to maximize our probability of win.Essential Duties and ResponsibilitiesReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Responsible for Leading the Capture Team, from pursuit decision through contract awardCoordinates with Business Development to ensure a smooth transition from the Qualification phase to the Capture phase in the Lead to Award ProcessManages a Capture team responsible for defining the award-winning solution, at the award-winning priceManages the Bid and Proposal budget assigned for the opportunityWorks with the Proposal Development team to ensure compliance with solicitation requirementsSupports and participates in the Proposal Development processWorks with Functional Estimators and Pricing Analysts to ensure proposal cost and price is competitive and accurateCollaborates with a wide variety of functional groups such as engineering, business development, manufacturing, procurement and operations in the performance of dutiesIdentifies partnering and subcontracting opportunities and makes final teaming decisionsQualifications and Education RequirementsBachelor’s degree in Business Administration, Management, Engineering, or a related field5 years of capture management experience with US Government simulation and training acquisitions preferred5 years of experience within CAE USA a plusAbility to successfully lead teams in a volatile and dynamic environmentAbility to quickly learn, understand and explain complex, high-tech systemsAbility to multi-task with minimal supervision and under pressureResult-oriented, innovative and creativeGood organizational skills and business acumenAbility to deal with ambiguity while remaining customer focusedExcellent decision making and negotiation skillsMust have excellent communication (including technical writing) and presentation skillsStrong communications and interpersonal skillsMust be proficient in Microsoft Office toolsAbility to read, analyze, and interpret complex documentsAbility to calculate figures and amounts, such as prices, commissions, and percentages, and to draw and interpret graphsAbility to interpret complex customer requirements from verbal, non-verbal, and written communicationDetail oriented, strong analytical and problem solving capabilitiesStrong writing skillsPreferred Skills/QualificationsExtensive knowledge of US DoD procurement practices/regulations is preferredThe ability to successfully lead cross-department teams without having functional authorityUnderstanding of military protocols and customs is essentialExperience in the development of technical proposals in response to US DoD Requests for Proposal (RFPs)The ability to read, analyze, and interpret common US DoD contractual documentsThe ability to respond to common inquiries from customers, regulatory agencies, or members of the business communityThe ability to effectively present information to top management, public groups, and/or board of directorsAbility to assist in development of and adherence to complex budgetary processesMust be able to produce cost benefit analysisAbility to define problems, collect data, establish facts, and draw valid conclusionsAbility to deal with a variety of abstract ideasAbility to interpret a variety of instructions furnished in written, oral, diagram, or schedule formMust display tact and self-discipline necessary to interface effectively with multi-cultural internal customers and management, external customers, and government agenciesSecurity ResponsibilitiesMust comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form.
