Primary Purpose of Position: *
The Engagement Systems Analyst is responsible for ensuring that the organization meets the system, data and reporting requirements outlined by NC Medicaid Tailored and Medicaid Direct managed integrated healthcare contracts and NCQA as related to member and community engagement. This position will analyze performance measures directly related to member, recipient and community engagement plans and scope of work. The position works across the organization to enhance member/recipient access to care, and increases quality in member, recipient and community engagement. This position requires work with multiple departments and requires a high level of diplomacy and tact. This position will interface with IT and the Data Governance Committee to ensure accurate systems, data and reporting data on a regular basis. This position requires a dynamic, proactive approach to system development, tracking, monitoring and evaluation to align strategic initiatives and ensure compliance with contractual obligations and stakeholder experience.
This individual will apply proven communication, analytical and problem-solving skills in support of core organizational functions and business processes. This position will lead. In addition, this position serves as a liaison between engagement departments and other departments or individuals to understand and evaluate workflows, structure and operations of the organization so that recommendations can be made on possible solutions to assist with the agency achieving its reporting goals and contractual requirements

Role and Responsibilities: *
• Develop reporting metrics and systems and work collaboratively across the organization to identify development opportunities and illustrate contract compliance.
• Manages state reports and engagement data in compliance with state expectations for reporting.
• Collaborates with health plan regarding compliance with network adequacy for all network requirements. through data review, monitoring and collaboration.
• Establish and maintain positive working relationships with internal customers and external vendors, including individuals who are supervised by others.
• Leads data system projects involving Transitions of Care between health plans, all member and community engagement quality assurance.
• Create new reporting tools for monitoring, tracking and trending based on project specifications.
• Manages and constructs large and/or complex datasets using multiple data sources. Engages in data cleaning and data validation.
• Manages the exception reporting for the purposes of compliance with the NC Medicaid contracts.
• Assist with coordinating systems projects involving data flow from member portal, surveys, other spreadsheets and operating systems; develops and/or assists with developing project scope, goals and suggested format for project implementation.
• Manages and fosters solid collaborative relationships with internal department leaders to develop the innovation and recommendation for next steps.
• Assesses and manages risk throughout all aspects of the solution design and development and escalates as needed. Monitors progress, reports results/outcomes and makes adjustments as needed.
• Ensure needed data is collected on a timely basis, provider reports on progress are regularly distributed, and make recommendations for future improvements based on the data.

• Proficiency in compiling data, creating reports and presenting information.
• Ability to combine clinical and other data.
• Demonstrated ability to meet established deadlines.
• Ability to function independently from home and manage multiple projects.
• Ability to develop scenario analysis using different approaches.
• Ability to present ideas and information concisely to varied audiences.
• Proficiency with PC-based systems, and the ability to learn other systems through knowledge of MS Excel and Access.
• Ability to summarize analytical results graphically and numerically in Microsoft Excel, PowerPoint, and ability to utilize various software products.
• Excellent verbal and written communication skills.
• Maintain confidentiality and comply with Health Insurance Portability and Accountability Act (HIPAA).
• Ability to establish and maintain positive and effective work relationships with coworkers, clients, members, providers and customers.
• Ability to work in a deadline driven department.
• Basic knowledge of analytics.
• Preferably someone with clinical experience.
• Ability to present complex data and information to varying audiences, both internal and external, in a professional and clear manner.
• Ability to apply appropriate judgment and discretion in interpreting and reporting of data.
• Strong project management skills.
• Ability to summarize analytical results graphically and numerically.

Education/Experience Required: *
Bachelor's Degree; or combination of relevant system and data analysis education and experience. Must have ability to travel as needed to perform job duties

Education/Experience Preferred: *
Master’s Degree and healthcare education or experience.
