Job Summary:

Exempt General Definition of Work Performs difficult skilled technical work assisting with reviewing and analyzing various documents, assisting with the administration of personnel programs and services, conducting research, assisting employees, administering benefits, composing forms, preparing documents, and related work as apparent or assigned. Work is performed under the general direction of the Human Resources Director. Job Responsibilities:

  •  Essential Functions Performs duties in accordance with the Company Way encourages and promotes a culture of excellent customer service. 
  • Collects compensation and benefit data and prepares analyses and reports provides classification, compensation, benefits and related information to other agencies upon request. 
  • Processes various employee requests, including FLMA, shared leave, COBRA, etc. 
  • Maintains the Human Resources Information System utilizing applicable software; establishes and updates databases.
  •  Conducts new employee orientation; counsels employees on benefits decisions; investigates and resolves benefits problems. 
  • Assists with administering personnel programs and services; interprets city personnel policies and procedures; explains personnel program functions to employees and the general public. 
  • Provides professional support and available resources to the Human Resources Director, City management and employees. 
  • Plans and performs a variety of administrative work related to the maintenance of employee benefit programs. 
  • Reviews position descriptions with department heads for placement in the media and ensures that positions are advertised, and vacancies filled in accordance with the City’s policies. 
  • Performs general administrative support work including answering the telephone, assisting customers and employees; provides back-up to department personnel. 
Required Skills:
  • Assists with the coordination of the City's SWAY initiative. 
  • Assists other departments in resolving personnel issues. 
  • Provides information and interprets various human resources policies, procedures and practices to City departments, employees, the general public and applicants.
  • Knowledge, Skills and Abilities Thorough knowledge of the principles and practices of personnel administration.
  • thorough knowledge of the principles, practices and procedures in recruitment, selection, classification, job evaluation, performance appraisal and salary administration.

  • Ability to complete Public Employment Course through School of Government, Chapel Hill Valid driver's license in the State of North Carolina
Education and Experience:
  • Bachelor's degree with coursework in human resources management, business administration, public administration, or related field and moderate experience in human resources work, or equivalent combination of education and experience.
