Full Job Description JOB
The primary responsibility of the nurse consultant in the Nursing Home Licensure and Certification Section is to determine compliance of nursing homes with federal and state requirements through inspections. The nurse consultant must apply laws, regulations, rules, and protocols that have been established by the state or federal government. Decisions are made in conjunction with interdisciplinary team members or independently. The candidate must pass the Federal Surveyor Minimum Qualifications Test (SMQT) within 2 years of hire. This position is home-based, preferably in Buncombe, Henderson, Madison, Polk, Transylvania, or a surrounding county, and requires travel within these assigned counties 3-4 days per week. The nurse consultant spends an average of three days per week in nursing homes conducting inspections. Occasionally inspections are required on weekends and night shift. Although management attempts to schedule inspections within a region, the consultant needs to expect overnight stays when the nursing home is greater than 60 miles from their home-base. The remainder of time is spent in the nurse consultant's home-based office and involves completion of survey reports.The State of North Carolina offers excellent comprehensive benefits. Visit State Benefits for more information.About the Division of Health Service Regulation and Nursing Home Licensure and Certification Section: The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.The Nursing Home Licensure & Certification Section provides regulatory services to nursing home providers so that they can improve the quality of services they deliver through regulatory compliance; resulting ultimately in safe quality care, quality of life, and safety of residents and citizens who utilize nursing home services.
EXAMPLE OF DUTIES

Qualified candidates must document on the application that they possess all of the following: * Clinical nursing background, including assessment, care planning and delivery of care.* Basic knowledge of state and federal requirements.* Critical thinking skills with the ability to gather and analyze data, draw conclusions and use the information to make decisions.* Intermediate computer skills (Windows, MS Office Products, flash drive, data management using folders, import and export functions and the ability to master new technology and complete work electronically).* Effective communication and customer service skills.* Good organization and problem solving skills.* Ability to compose technical reports using good grammar.* A valid driver license.* Physical Requirements: Standing/Walking/Lifting/Fingering/Talking/Hearing/Smelling. Ability to lift own luggage (20 - 50 pounds). Close visual acuity. Management prefers: * Registered Nurse (RN) experience with long-term care patients.* Experience conducting onsite surveys and/or program audits in long-term care facilities. * Candidates who live in Buncombe, Henderson, Madison, Polk, Transylvania, or a surrounding county.
MINIMUM QUALIFICATIONS
Licensed to practice as a Registered Nurse in the State of North Carolina and one year of experience in the area of specialization.
