ORGANIZATIONAL SUMMARY:

Six departments make up Facilities Management: Design and Construction, Emergency Management, Environmental Health & Safety, Operations, Planning, and Services. The Facilities Management Division is part of the Office of Administrative Services.
POSITION SUMMARY:
This position's primary responsibilities include operation and maintenance of complex systems.  These systems include energy management, environmental controls, boiler & hot water, chilled water, domestic water and sanitary.  Maintenance responsibilities include but are not limited to installation, programming, troubleshooting & testing, calibrating, repairing of instrumentation & control systems.  Responsibilities also include maintenance and upkeep of associated software.  Other primary responsibilities are related to Energy Management, they include energy consumption readings, logging, bill generation for reimbursement and utilities production/consumption data analysis as needed.  Assists in directing and coordination of projects related to metering and control systems.  This position is required to participate in the on-call program.  Travelling to other campuses is required.  Building Systems Controls Technicians are essential personnel and during emergency situations, including those that dictate suspension of campus activities and services and/or closure of campus operations, employees deemed essential must remain at, or report to their campus, as soon as reasonably possible.
RESPONSIBILITIES:
Inspects, troubleshoots, and performs corrective and preventative maintenance on EMS and Utilities control systems instrumentation. Utilities control systems include instrumentation for various Utilities systems including Chiller Water System, Hot Water System, Domestic Water system, Sanitary Conveyance system etc. Utilizes advance test equipment such as ultrasonic flow meters, digital multi-meters, oscilloscope and other specialized test equipment to troubleshoot various instrumentation including differential pressure transmitters, pressure gauges, pneumatic/electrical actuators, variable frequency drives (VFDs), uninterruptible power supply (UPS), relays, 4-20mA signal and etc.
Responsible for all Utility reimbursement/billing on a monthly basis for the campus, including meter reading, compiling and verifying all utilities metering data for the billing system. Provides analysis and audits reports for utilities consumption and cost. Leads and oversees assisting OPS Students for the Utility reimbursement/billing task assignments.
Installs, calibrates, and maintains various types of metering for Chilled Water, Hot Water and Domestic Water production systems for compliance requirements on annual basis. Installs, modifies and maintains hardware components for utilities controls and metering systems including enclosures, electrical conduit, sensor wiring, communications wiring, power supplies, etc. as needed.
Maintains Energy Management System (EMS) including creating/updating graphics, maintaining a point database, and maintaining communications infrastructure. Maintains, troubleshoots and repairs Programmable Logic Controllers (PLCs). Along with assisting in programming of PLCs to accept and control analog and binary input/output points.
Assists leadership and engineers by compiling utilities production and consumption data for efficiency analysis, future planning, and troubleshooting. Assists leadership and engineers with institutional/historical knowledge for system design and future planning. Reviews construction drawings for EMS, Utilities Controls and Utilities metering systems. Provides oversight for proper implementation of EMS and Utilities metering system for new building construction. Assists leadership to co-ordinate, manage and monitor contractor activities for EMS and Utilities system controls related initiatives and projects during their planning and implementation. Reads and modifies, where necessary, appropriate system blueprints and schematics. Maintains appropriate logs and records of systems operations to help create KPIs.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a high school diploma and two years of experience installing and maintaining building/plant control systems and their related equipment. This includes experience with energy management systems, fire & life safety systems, security systems, camera systems, building access control systems, environmental control systems, boiler control systems, chiller control systems, sanitary/storm sewer systems, plant instrumentation systems. Appropriate vocational/technical training may substitute at an equivalent rate for the required experience.
PREFERRED:
Four years of experience in developing, operating and maintain plant control systems/instrumentation including Alerton, KMC, Trane, Rockwell, Onicon, Veris, Schneider, and Tokay. Four years of experience in maintaining boiler control systems, chiller plant controls systems, sanitary/storm sewer systems, and plant instrumentation systems. Completion of NCCER core, Instrumentation I, and Instrumentation II curricula.
