This is a multi-level position and the salary range for this position varies and is commensurate with skills, experience, and education.
POSITION CONCEPT
Responsible for the analysis, development, modification, installation, testing and maintenance of vendor
and operating systems software.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsible for the implementation, installation and support of vendor supplied and customized applications. Detection and correction of work stoppages and/or errors are accomplished by conducting tests, monitoring output and entering code changes as necessary. System software performance tuning is required to ensure adequate response times.
1.    Maintain a working knowledge of a wide range of applications and systems. Will be expected to program, install, customize, test, document and maintain vendor and TECO system software. Investigate and remedy systems software problems and failures. 40%
2.    Prepare system software installation by studying software capabilities and operations, including task scheduling, memory management, file system, and input/output management. 30%
3.    Provide quality assurance review and/or new and existing software product evaluation responsibilities. Evaluates vendor supplied software packages and makes recommendations to IT management.  20%
4.    Direct participation in the planning and designing, maintenance, testing and documentation of the company’s disaster recovery plans are vital. 10%

Direct:        N/A
Indirect:    The Lead Systems Programmer role requires the ability to provide technical direction to members of the project team.
RELATIONSHIPS
Key Internal:    Consults with all IT departments as needed.  This role requires the ability to provide technical direction to members of project teams.
Key External:     Consults with vendor technical specialists and account managers for the various technologies deployed.
QUALIFICATIONS
Education
Required:    High School Diploma or GED.
Preferred:    Bachelor’s degree in Computer Science, Engineering, Math or equivalent IT discipline.
Systems Programmer
Licenses/Certifications
Required:    Has obtained at least one associate certification (i.e. Enterprise Administrator,
MCITP: Microsoft Certified IT Professional, Citrix, SAP, etc...).
Related Experience
Required:      Six years of related hands on experience of systems programming in a complex                 environment supporting Windows 2003 or higher, UNIX, CICS, DB2, SQL, Oracle,                 Netbackup, Microsoft Exchange, OMS, SCADA and Red Hat Linux systems. Works             under direct supervision.
Preferred:      Minimum 3 years’ experience with Enterprise Remote Access tools (video display access and VPN systems), like Citrix and Netmotion Mobility VPN.
College degree may be considered in lieu of equivalent experience of 3 years with an Associate’s degree and 6 years with a Bachelor’s degree.
Knowledge/Skills/Abilities (KSA)
Required:    Employees at this level work under direct supervision with the ability to support multiple applications. Skills include General Programming Skills, Analyzing Information, Software Algorithm Design, Software Performance Tuning, Software Design, Software Debugging, Software Development Fundamentals, Software Documentation and Software Testing.
Level of Responsibilities :
1.    Implement: (20%): Implements application software from prescribed specifications, i.e. defines, programs, tests, debugs, and installs components and subcomponents of operating and support systems.
2.    Plan/Design (10%): Provides technical consulting on complex projects and recommends application software improvements.
3.    Support (60%): Participates in general systems software support activities such as application patches and updates. Investigates diagnoses and remedies systems software problems and failures.
4.    Lead/Consult (10%): Leads projects, cross train peers and verify the work of other software systems programming personnel.
