ORGANIZATIONAL SUMMARY:
Administrative Services Business Center (ASBC) provides cost-effective and efficient financial and administrative support services to all departments and offices in Administrative Services. Administrative Services provides services to Facilities Management, University Police and Parking & Transportation Services.  Facilities Management includes Emergency Management, Environmental Health & Safety, Planning, Design & Construction, Operations, and Campus Services.
POSITION SUMMARY:
The Fiscal & Business Specialist position provides fiscal and clerical support to assist with the administration of financial and business transactions, budgets, account reconciliation, purchasing, and invoicing within the Administrative Services Business Center (ASBC).
RESPONSIBILITIES:
Processes Accounts Receivable (billing) transactions for various departments within Administrative Services. Processes billing for external and internal customers. Reviews chartfields on invoices, prepares invoices, and processes invoice credits and rebilling. Utilizes FLEX system for Parking and Transportation Services (PATS) billing. Reconciles and resolves any discrepancies or exceptions with incorrect chartfields/accounts to ensure posting of revenue transactions. Reviews A/R transactions for accuracy and proper documentation. Submits requests for creation of new customer accounts and customer updates. Monitors outstanding balance due accounts and follow-up with customers regarding payment. Reviews Aging report on monthly basis and provides data to Manager on quarterly basis.
Reviews, processes, and submits PATS customer account refunds through financial systems. Maintains tracking spreadsheet and verifies check payments. Assists customers with inquiries regarding refunds. Records, reconciles, and collects on checks payable to USF returned by the bank. Audits, processes, and records refund transactions. Collects and deposits revenue for auxiliary (PATS). Prepares daily cash, credit card, and web payment report for daily citations, permits, and bulk sales through web, customer service, and Campus Information Center. Reconciles daily deposits with daily TCO vouchers, credit card batch settlement reports, the bank daily batch report, and daily cashier's reconciliation sheet, and prepare daily sale and deposit entries and submit to the Cashier's Office and Supervisor to submit to University Controller's Office. Maintains accounting spreadsheets and reconciles daily transactions/deposits for month end reconciliation.
Analyzes and reconciles Post Office daily deposits with credit card batch settlements, bank daily batch report, and daily cashier's reconciliation sheet and prepares correcting entries where applicable. Resolves any discrepancies between daily journals and FAST. Reconciles Auxiliary and E&G funds monthly, identifies discrepancies, and prepares monthly reconciliation paperwork for review by Manager. Initiates and prepares non-payroll expenditure transfers as needed to correct invoices or PCard transactions that posted incorrectly. Prepares payroll expenditure transfers as needed. Prepares and provides management with non-routine fiscal reports and routine reports related to budget and expenditures.
Processes and reconciles FAMIS billing on monthly basis. Reviews all transactions for posting accuracy and submit correction journals as needed. Reviews and resolves all posting errors. Research billing errors and contacts departments/colleges to resolve discrepancies in billings in timely manner. Serves as liaison between ASBC and Service Center for all FAMIS inquires and questions.
Provides back-up support to operational budget staff as needed with P-card verifying for several departments in Administrative Services. Audits PCard receipts for adherence to University PCard Compliance policies and procedures. Reconciles transactions against departmental accounts in DataMart and identifies any discrepancies. Serves as Accounts Receivable/Billing liaison between the ASBC and other USF departments by problem solving and providing excellent customer service. Performs additional duties as required.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a High School diploma or equivalent with three years of work experience in positions with fiscal support duties. College or other relevant post-secondary coursework may substitute for the experience requirement on a year for year basis.
PREFERRED:
Bachelor's Degree in Accounting or Finance or related field and three years of professional banking or fiscal experience. Experience with USF Systems including FAST, and Jaeggar. Experience working in T2 FLEX Parking Management System.
SPECIAL SKILLS/TRAINING:
Intermediate to advanced experience with Microsoft Excel and Access.  Excellent organizational skills, strong attention to detail, solid understanding of accounting principles/business accounting and an ability to work well within a team environment.
