ORGANIZATIONAL SUMMARY:
Administrative Services Business Center (ASBC) provides cost-effective and efficient financial and administrative support services to all departments and offices in Administrative Services. Administrative Services consists of Facilities Management, University Police and Parking & Transportation Services. Facilities Management includes Emergency Management, Environmental Health & Safety, Planning, Design & Construction, Operations, and Campus Services.
POSITION SUMMARY:
The Fiscal & Business Specialist position provides fiscal and budget support to assist with the administration of budgets, purchasing, invoicing, and travel related transactions within the Administrative Services Business Center (ASBC).
RESPONSIBILITIES :
Verify Pcard transactions for several departments in Administrative Services. Audit PCard receipts for adherence to University PCard Compliance policies and procedures. Match PCard receipts with PCard statements and obtain appropriate signatures. Submit PCard statements to PCard Compliance timely and maintain PCard statement tracking spreadsheet. Reconcile transactions against departmental accounts in DataMart and identify any discrepancies
Review requisition request for adherence to USF Purchasing policies and enter and submit in FAST with appropriate documentation for approval. Monitor and track requisitions to purchase order generation using ASBC database. Process PO change orders as needed based on department requirements. Receive on PO in FAST. Review vendor invoices for completeness, accuracy and approvals. Submit invoices to Accounts Payable and ensure vendors are paid timely. Work with vendors on issues related to late payments and troubleshooting lost checks/invoices. Reconcile vendor statements to POs and outstanding AP invoices. Monitor all expenditures for the departments to ensure compliance with USF policies and fund restrictions. Reconcile vendor statements to purchase orders and outstanding AP invoices.
Reconcile Auxiliary and E&G funds monthly, identify discrepancies, and prepare monthly reconciliation paperwork for review by Manager. Reconcile purchasing transactions (Pcards, invoices). Prepare non-payroll expenditure transfers as needed to correct invoices or PCard transactions that posted incorrectly. Prepare and provide management with non-routine fiscal reports, and routine reports related to budget and expenditures.
Reconcile vendor statements to purchase orders and outstanding AP invoices. Liaise with Administrative Services departments to ensure information is correct for processing and reconciling.
Oversee procedures for proper acquisition, assignment, and/or transfer of property. Liaise with Asset Management and coordinate all property forms for Administrative Services. Oversee monthly utility billings and track appropriately in database. Serve as back-up liaison for continuing service provider contract management.
Provide operational support and back-up of other Business Office staff as needed in the areas of Purchasing, Budget/Reconciliation, and Travel. Establish, update, and maintain workflow roles, signature authorizations, FAST and GEMS access forms. Perform additional duties as required.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a High School diploma or equivalent with three years of work experience in positions with fiscal support duties. College or other relevant post-secondary coursework may substitute for the experience requirement on a year for year basis.
PREFERRED:
Bachelor's degree in Business Administration, Accounting or Finance or related field and three years of professional administrative or fiscal experience. Experience with USF systems including FAST, GEMS, DATAMART.
SPECIAL SKILLS/TRAINING:
Excellent organizational skills, strong attention to detail, and an ability to work in a high volume fast paced environment.  Excel proficiency, strong written, and oral communication skills.
