ASST GENERAL COUNSEL II CORP AND FINANCE Administrative & Clerical Support Hours: M-F 8:30am-5pm Day Shift - Full Time Paygrade/Wages/Salary Info: MGR M17 - 74.6800 - 93.3600
Position Highlights The Assistant General Counsel II will provide legal advice and counsel to Moffitt. The Assistant General Counsel II will be responsible for, but not limited to the following: Legal Services: *Assist Moffitt leadership with formulating strategies for creating complex business arrangements to support Moffitt#s growth efforts *Identify potential legal issues regarding proposed business models *Develops methods and evaluation criteria for advising on the level of organizational risk *Provide legal advice on extremely complex and multifaceted problems in which analysis of solutions require evaluation organizationally acceptable risks and other intangible variables. *Provide legal advice and negotiate finance transactions, including commercial financial transaction and tax-exempt bonds. *Provide legal advice on health care revenue and billing matters, including compliance with government and commercial health plan compliance.# *Provide legal advice on health law compliance requirements related to health system revenue and finance, such as fraud and abuse, self-referral, and anti-kickback. *Assist in protecting Moffitt#s legal interest in maintaining its operations in compliance with the law. *Provide hands-on legal counsel to all levels of management. *Responsible for identifying and analyzing legal issues, drafting key documents, presenting clear recommendations, and assuring legal compliance. *Keep current on new and emerging laws and policy developments impacting Moffitt#s operations. *Draft institutional policies in accordance with best practices and within the bounds of applicable laws and regulations. *Receive and investigate inquiries and issues relating to legal matters relating to licensure, credentialing, insurance, contracts, and Moffitt policies. *Direct and participate in the research of state and federal legislation and administrative and court decisions; investigate legal problems and make recommendations. # Finance; Contracting and Real Estate # Facilities Support: *Manage the OGC legal support related to Finance; Contracting and Real Estate # Facilities Support activities of the organization. # The Ideal Candidate: Ability to read, analyze and interpret general business contracts professional agreements, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, faculty, customers and the general public. Ability to add, subtract, multiply and divide in all units of measurement, using whole numbers, common fractions and decimals. Ability to compute rates, ratios, and percentages and to draw and interpret bar graphs. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. To perform this job successfully, an individual should have working knowledge of the Internet and Microsoft Excel, Word and Outlook software. The best candidate will also have in depth administrator level experience with contract management systems. # Responsibilities: Provide legal advice regarding matters related to Finance; Contracting and Real Estate # Facilities Support. Identify and analyze legal issues, drafting key documents, presenting clear recommendation and assuring legal compliance. Initiate routine meetings with departmental leaders to effectuate contract negotiation and regulatory compliance. Support strategic initiatives of the VP/ Deputy General Counsel and EVP/ General Counsel. Prepare, review and negotiate other business transactions. Research and special projects assigned by the VP/ Deputy General Counsel and EVP/ General Counsel. Assist OGC in preparing, circulating and filing legal opinions, contracts, corporate and other legal documents, including the preparation and submission of government reports, annual corporate reports and related filings. Research and special projects assigned by the VP/Deputy General Counsel and EVP/General Counsel. Assist each department with their efforts to prepare, negotiate and finalize related policies, procedures and agreements. Participates in a variety of Center and/or community committees as requested. Oversees and monitors the development, implementation and effectiveness of the Center#s Contract Program (the #Program#). Develops and implements a strategic plan for the Program that aligns with the overall strategic plan of the Center. Maintains professional affiliations and enhances professional growth and development. Monitors the performance of the OGC and related activities on a continuous basis and takes appropriate steps to improve its effectiveness. Performs such other appropriate functions as may be assigned from time to time by the Vice President/Deputy General Counsel. Credentials and Experience: Juris Doctor required. # This individual must be licensed to practice law in the State of Florida and have at least 11 years# experience practicing law with at least 8 years# experience in the related areas of health law, finance; real estate; facilities, compliance, and regulatory matters. # ** Must possess State Bar certification; however, does not necessarily have to be a Florida Bar Board Certificate. # Excellent management, negotiating, policy drafting, interpersonal, business, contract drafting, and writing skills are required. Bachelor#s degree in a relevant field is a plus. Candidate should be able to display excellent organization, problem‐solving and computer skills. Candidate should possess superior research, written, verbal; presentation, diplomatic, and conflict resolution skills. Always needs to have positive attitude, robust attention to detail, strong work ethic and ability to maintain the highest levels of integrity, professionalism and confidentiality. Provides leadership and direction in a manner that cultivates respect and influences behavior at all levels of the organization. Ability to cooperate and assist all contacts in a clear and courteous manner. Ability to partner and interact with individuals at all levels of the organization and beyond. Demonstrated knowledge of healthcare laws and regulations. Experience supervising and managing teams of attorneys, paralegals and support staff for maximum efficiency is preferred.
