SMX is seeking a Tactical Communications Test Planner who will develop test strategy, planning, and execution oversight across the test spectrum for the Program Manager Tactical Communications (PM TC) Special Operations Command, Special Operations Forces Acquisition Technology and Logistics Program Executive Officer Command, Control, Communications, and Computers.
The PM TC has a wide range of projects to include Next Generation Tactical Communications, Radio Integration System, Tactical Local Area Network, and Satellite Deployable Node. This position will cover Developmental Test through Operational Test with an emphasis on OT and correlation to Fielding and Deployment Releases. The Test Planner will regularly interface with PM TC Program Managers and engineers, USSOCOM J80 and Operational Test Agencies/Organizations. This position is located onsite in USSOCOM PEOC4 at MacDill AFB with travel required.
Essential Duties and Responsibilities
• Develop test strategy and plans for PM TC programs across the acquisition lifecycle and test spectrum from DT through OT-advise Govt PM/APM on test strategy and execution
• Document test strategy and plans in program documentation including Single Acquisition Management Plan (SAMPs), Test and Evaluation Master Plans (TEMPs), Requirements Verification Test Matrices (RVTMs), and other documentation as required
• Work closely with SOCOM J8O to develop test strategies, especially OT, that will lead to successful F&DRs per USSOCOM Directive 715
• Understand and implement USSOCOM Directives 701, 714, and 715 in relation to requirements generation, acquisition, and testing
• Work closely with Govt PMs/APMs and govt/contractor Program System Engineers to integrate test considerations into overall acquisition strategy and execution
• Review requirements documentation, attend program meetings and Test Integrated Program Teams (TIPTs), and interface with program and user technical representatives to thoroughly understand program requirements and test strategy
• Work closely with OTAs/OTOs as a representative of PM TC
• Understand DT considerations and schedules as it relates to OT planning
• Build strong professional working relationships with stakeholders to resolve disputes, define technical solutions, and drive positive outcomes in support of program objectives
• Look across PM Tactical Communications portfolio for common test event planning
• Travel will be required (~25%)
Required Skills
• Clearance required: Secret
• Ability to obtain a TS/SCI clearance
• Ability to develop and document cohesive test strategies across the full program lifecycle spectrum
• Ability to understand technical aspects and requirements of programs and translate into test requirements and plans
• A thorough understanding of DoD acquisition, system engineering, and test policy and apply test strategies and implementation
• The ability to communicate with stakeholders, develop presentations and schedules, and resolve issues
Required Experience
• Bachelors degree or minimum 9 years work experience
• 3+ years experience as a Test Planner, Test Engineer, or other test related function
Desired Skills/Experience
• TS with SCI Eligibility
• Bachelor's degree in a technical/engineering field
• DAWIA Level II or III Test
• 10+ years experience as a Test Planner, Test Engineer, or other test related function
• Experience with USSOCOM acquisition, test, and F&DR processes
• Experience with USSOCOM PM Tactical Communications systems and software
