SUMMARY
The Foreign Military Sales (FMS) Task Analyst will support the management, tracking and analysis of FMS cases for all eighteen (18) Countries spanning three (3) geographic sub regions (Gulf, Levant, and Central Asia/South Asia) within the USCENTCOM AOR. The contractor will provide regional / country FMS expertise to ensure the sale of defense articles and services are aligned with USCENTCOM Commander’s priorities, Campaign Objectives, and are designed to support or advance U.S. interest in the Middle East as a vital tool of U.S. diplomacy and the key to maintaining critical access with foreign partners.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
• The contractor will coordinate with leadership to gain insight on FMS case status. On a periodic basis, the contractor will prepare briefing products for and/or give briefings to senior leadership at Division, Directorate, or Headquarters levels as requested by leadership.
• The contractor shall monitor, analyze, and record FMS case progress to enable leadership at multiple levels and departments to apply additional resources / focus to specific cases that are determined a priority or of vital interest to USCENTCOM.
• Coordinate daily/weekly with U.S. Embassy Security Cooperation Offices (SOCs), USCENTCOM components, Defense Security Cooperation Agency (DSCA) and services implementing agencies to maintain awareness.
• Performs in depth analysis on FMS cases by regions and countries.
• Develops and maintains a list of FMS cases by region linked to planning efforts and contains basic case information and current status.
• Performs yearly FMS Plans Integration and integrates FMS equipment in the Security Cooperation Plans.
• Provides assistance to identify, mitigate and or otherwise resolve issues that may impact and/or degrade U.S. relationships, diplomacy and/or the advancement of U.S. objectives.
• Assists the Security Cooperation Division and Security Assistance efforts with issues related to material solutions that imped determining the root cause of these.
• Develops yearly acceptable drafts of FMS prioritized cases, across the USCENTCOM AOR providing technical support, on a daily basis, to SCOs, desk officers and USCENTCOM staff during development and implementation of current/future year FMS cases.
• Maintains daily, weekly, and monthly status of priority cases and be prepared to brief, provide information papers, and/or correspondence to senior leadership as required.
• Provides management support analysis for programs that are subject to, or being considered for transfer to, a foreign nation as part of a building Partner Nation (PN) capabilities and capacity.
• Provides day‐to‐day support in the execution of Security Cooperation cases, to include management and tracking of financial, logistic, and other related case data, tracking and resolution of action items, transportation management of international shipments, development of briefing packages for senior DoD and foreign government personnel, reconciliation of cases in preparation for case closure, and other related tasks.
• Provides a Quarterly and Annual History Report of FMS cases to the Division Chief.
• Reports shall contain a running summary of monthly FMS cases that were determined a priority by the Division Chief.
• Assists in the development of Letters of Request (LOR), Letters of Offer and Acceptance (LOA), and other official correspondence related to implementation and execution of Security Cooperation cases.
• Assists in the development/update acceptable drafts of the FMS Forecast reports.
• Create and distribute reports as requested, maintaining all files pertaining to transactions.
• Develops, schedules, and attends meetings/teleconferences, to include ensuring appropriate information availability at Trade Shows.
• Annually develop/update acceptable draft of Trade Shows across the AOR for submission to DSCA.
• Assists the Security Cooperation Division with tasks related to the Golden Sentry End Use Monitoring (EUM) to include tracking assigned Security Cooperation Office personnel, tracking EUM activities, and assessing effectiveness of EUM compliance.
• Develops and promulgates policy, Standard Operating Procedures (SOP), and/or compliance plans to support execution of the Golden Sentry EUM program.
• Tracks accountability and physical security checks in the SCIP‐EUM database. Assist with tasks related to EUM including tracking SCO EUM POCs, monitoring, EUM activities, and assessing effectiveness and status of compliance.
• Tracks accountability and physical security checks in the Security Cooperation Information Portal (SCIP)‐EUM database.
• Coordinates as needed with DSCA and/or SCOs.
• Performs other job-related duties as assigned.
SUPERVISORY/MANAGEMENT AUTHORITY
This position does not have Supervisory or Management authority.
EDUCATION AND EXPERIENCE
• Master’s degree or equivalent from an accredited college or university in a discipline applicable to subject matter.
• Five years (5) of practical experience in the pertinent area(s) applicable to the effort involved
• Demonstrated knowledge of DoD; and proven required experience as a senior level professional on a multi‐disciplinary team.
KNOWLEDGE, SKILLS AND ABILITIES
• Ability to clearly communicate verbally and in writing in English as well as prepare presentations for both civilian and military officials of both the U.S. and foreign governments.
• Candidates are required to be US citizens
• Candidates must have a valid and current US Passport with an expiration date of more than one (1) year upon hire.
• Candidates will be subject to a US federal and state government background investigation and must favorably pass a drug screen.
• Candidates are required to have an active/current and verifiable TS clearance in DISS.
• Ability to perform analysis, gather and disseminate information and communicate problems and results for federal facilities.
• Ability to manage multiple tasks.
WORK ENVIRONMENT
Work will be performed in a climate-controlled office environment on US or foreign military installations with controlled access.
EXECUTIVE ORDER 14042
Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th.  An individual is considered fully vaccinated two weeks after the second dose of a two-dose vaccine (i.e., Moderna or Pfizer) or two weeks after a single-dose vaccine (i.e., Johnson & Johnson).  As a prospective employee, you will fall under this requirement and proof of vaccination will be needed for on-boarding, should you be selected. Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
