Directing the planning, design, review and /or construction of transportation projects in the Capital Improvement Program as assigned. The progressively responsible advanced multi-project work and technical functions are under the general direction of a Technical Manager or Operational Manager. Manage Professional Services Contracts.
Job Description:
Capital Project Planning and Support Tasks
Support CIP Planning
Performs constructability reviews as necessary on CIP projects through design phase starting at 60%
Provide technical support/consultation throughout the design activity
Board presentation preparation
Participate in audits as required
Participate in construction management process improvement activities
Prepare requests for proposals for construction-related projects
Assists and provides grant support as applicable
Prepare scope or review scope of services for proposed consultants
Arrange for plan and specification production for the Engineer of Record, consultant, and internal staff and circulate
Serve on and /or as lead for Professional Services Review Committee
Identify, apply for, and manage contracts related to Procurement of external construction management support
Design Project Management
Provide assistance to owner as directed
Day-to-day interface with owner/owner’s rep
Prepare solicitation for Professional Services – work with owner and procurement
Review proposals, prepare and present selection matrix to PSRC
Negotiate contract scope, budget and schedule with selected consultant
Ensure contracts include all necessary work scope to complete project
Ensure schedules are realistic and meets required deadlines
Review acquisition requirements and coordinate early with Real Property the obtaining of easements/right-of-way
Review permitting requirements and coordinate permitting activities with Agencies and consultants
Prepare eGenda documents and obtain necessary approvals
Monitors design contract budget and schedule
Primary point of contact for consultant team
Support internal team design and permitting related activities
Prepare and present Board presentations for design contracts and project updates (as directed)
Review design reports and 30, 60, 90% design documents and other design submittals and coordinate with other stakeholders and consultant comments back to EOR/AOR.
Coordination with all applicable utilities
Prepare Project related correspondence and conduct misc. contracts administration activities
General meetings with consultant
Develop Communication Plan with internal management and owner approval
Prepare response to Board and citizen inquiries
Review contract change requests, negotiate pricing & obtain necessary approvals
Support During Construction
Timely review and process consultant invoices
Coordinate the preparation of construction bid documents, including technical specifications
Coordinate construction Bid advertising with Procurement
Review Construction Proposals and coordinate consultant recommendations
Recommend qualified low bidder
Support selection of Services During Construction (including Engineer of Record)
Ensure necessary project files are maintained
Assist/provide grant support and project management (as applicable) in accordance with policy
Turn over package to Construction Project Manager OR
Provide project support through construction as needed for “cradle-to-grave” approach Prepare survey request; environmental, subsurface, boundary (TOPO)
Turn over package to Construction Project Manager OR continue project through construction (cradle to grave)
Serve on PSRC
Environmental and Mitigation Consulting and Implementation
Responsible for coordinating the review or consultant submittals for compliance with local regulations, land development regulations, and other pertinent County policies, State, and/or Federal policies. Review traffic, stormwater, and environmental impacts
Support teams by coordinating with outside agencies to resolve permit consistency issues dealing with habitat and wildlife protection
About You
Minimum Qualifications:
Project Manager I / Administrator: A Bachelor’s Degree from an accredited college or university in Engineering, Project Management or related field. Project experience can substitute for education on a year-for-year basis depending on the type of experience.
Project Manager II / Administrator: A Bachelor’s Degree from an accredited college or university in Engineering, Project Management or related field. A minimum of 3 – 4 years related CIP experience. A Master’s Degree may substitute for one-year of required experience. Project experience may substitute for education on a year-for-year basis depending on the type of experience.
Project Manager III / Administrator: A Bachelor’s Degree from an accredited college or university in Engineering, Project Management or highly related field with five (5) years of engineering and/or project management experience. A Master’s Degree in one of the above-mentioned fields can substitute for one year of required experience. Project experience can substitute for the required degree on a year-for-year basis.
Preferred Qualification: Three (3) or more years of experience in project management or capital improvement project management preferred.
Job Competencies: Excellent oral and written communication skills, project management and computer programs proficiency.
