About Our Job
Management level with supervisory responsibility, reporting to an Operational Manager in the Capital Projects Department, for executing the design functions of the Utilities Capital Improvement Program on behalf of the Public Utilities Department. This position is responsible for overall management and delivery of design-related tasks, such as engineering design, feasibility studies, route analysis, easement acquisition, permitting, and bid phase services. Provides overall direction for completing complex design programs/projects, leads work teams, and handles multi-disciplinary and technically challenging projects and programs within the Utility CIP. Typical projects involve extensive coordination and collaboration with interagency departments, regulatory agencies, and the citizens and communities where work is performed.
Job Description:
Plans, organizes, supervises, directs and reviews the work of assigned personnel, for design-tasks associated with the Utility Capital Improvement Program in the areas of potable water, wastewater and reclaimed water:
Responsible for all design functions in the Utility CIP, ensuring a quality design, on schedule, and within budget.
Responsible for managing, updating, and administering annual capital costs associated with the Utility CIP.
Manages development of Requests for Professional Services and assigns PSRC members.
Provides oversight of scope development and fee negotiations for design and construction phase services.
Provides oversight and reviews technical correspondence, reports, technical memorandums, feasibility studies and preliminary design reports.
Works closely with Procurement and Office of the County Attorney on the development of design contracts, contract amendments, services during construction and related contractual documents.
Navigates, edits and prepares contractual documents in OnBase for those contracts in which the position is responsible for.
Works with Real Property Agents on easement acquisitions and negotiations.
Reviews work of design professionals for compliance in meeting all current Codes, Permit Stipulations and Regulations.
Manages all Utility project design, from initiation through award of a construction contract, including design plans and technical specifications, bid forms, and bid analysis, and acquiring appropriate permits for specific projects.
Provides technical support to the Operational Manager.
Leads Utility Design Section with a focus on continuous improvement, resulting in quality projects/programs.
Mentors staff, encourages professional development, and provides opportunities to increase core competencies.
Deploys pertinent information and new processes affecting the team’s work.
Reviews work of design professionals to ensure technical competencies and corrects any deficiencies.
Participates in public outreach meetings, development of project communications and other similar items associated with individual projects.
Reviews and authorizes pay applications and final pay applications above a certain threshold and in accordance with internal business practices for design contracts.
Provides technical consistency for design services and fees, negotiation support, and QA/QC.
Reviews and approves monthly project schedules and website updates.
Supervises utility design project managers and develops and conducts annual performance evaluations, approval of timecards and billing logs, and processes leave requests.
Ensure billable targets are consistently met.
Perform timely and accurate administrative functions by the appropriate due dates, as determined by their manager.
Demonstrate appropriate interpersonal skills in the workplace.
Alignment of Business Center Core Services with Board Strategic Initiatives
Supports the development and execution of Utilities CIP that complies with the Board’s strategic initiatives, such as water quality, septic to sewer, beneficial reuse, and assurance of potable water supply.
Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in areas of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
Work Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.
About You
Minimum Qualifications:
A Bachelor’s Degree from an accredited college or university required in Engineering, Project Management and four (4) years of CIP related experience.
Associate’s Degree from an accredited college or university and six (6) years of job-related experience.
Year-for-year experience may substitute for the college degree.
Two or more years of supervisory experience required.
Advanced professional certification highly preferred.
Preferred Qualifications: Professional Engineering certification from the State of Florida; PMP certification preferred.
Job Competencies: Comprehensive experience in design, contract administration, and management of large utility projects; sound judgment and decision-making skills; excellent verbal and written communication skills.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
