About Our Job
Provides support to the Procurement Contract Strategy & Compliance group and Procurement Official including but not limited to procurement and non-procurement contract analysis and coordination to accurately record documents in the OnBase database. Position includes OnBase database maintenance, budget entry, public records requests and other responsibilities outlined below. This position requires multi-tasking, problem solving, prioritizing, strong communication skills and the ability to work independently. It also requires a high level of customer service skills when interacting with internal and external customers.
Job Description:
Systematically reviews and verifies all procurement and non-procurement amendments, contracts, and other ancillary documents,  performs  analysis  and  interprets  contents  including  vendor  information,  commencement,  project  duration  and  other  necessary  details,  and  accurately  makes  required  entries  into  the  OnBase  database.    Handles  the  flow  of  contracts in and out of Procurement in a timely manner, identifying issues, coordinating with the Office of the County Attorney  and  the  County  Signature  Authorities.    Maintains  database  of  information  surrounding  the  pick-up/drop-off process. Ensures compliance of regulatory/county principles, policies and practices.
Serves as Procurement’s public record and record retention liaison responsible for fulfillment of all records request related to Procurement’s business practices.  Ensuring all rules and procedures are compliant with Chapter 119, Florida Statues.  Understand Public Records Law and Public Records 101, facilitates and coordinates with appropriate staff to research and compile all responsive records to public records requests, in a timely and efficient manner.  Escalates questions and concerns to the public record’s office as needed.
Assists  Procurement  Contract  Strategy  &  Compliance  group  and  Procurement  Official  with  projects  as  assigned.  Provides direct assistance to the Procurement Official including screening calls and visitors, and appointment scheduling for  internal  and  external  meetings,  conferences,  etc.  Assists  with  the  preparation  of  correspondence,  memos,  budget  entry, talking points and other materials needed. Primary P-Card holder for Procurement.
Acts  as  the  OnBase  eGenda  Procurement  Gatekeeper,  analyzing  each  item  and  assigning  eBars  and  eCars  to  the  appropriate Procurement & Contract Specialist. Routes eBARs and eCARs back to the Office of the County Attorney upon  receipt  and  verification  of  vendor  contract  and  amendment  originals.  Coordinates  the  routing  of  BCC  approved procurement items to the Office of the County attorney for approval. Responsibilities entail understanding of operating and capital budget, grants, vendor contract origination and amendments for accurate and prompt routing of eGenda items.
Effectively responds to procurement concerns from external vendors, citizens and internal departments via telephone, email,  and  in-person.   Must  exercise  tact,  diplomacy,  and  problem-solving  skills  to  develop  an  appropriate  course  of  action. Coordinates and communicates effectively with all stakeholders to resolve concerns in a timely manner.
Coordinates and assists with training and development programs to educate BCC departments on Procurement policies and procedures.
Work Hours:  Monday – Friday, 8:00 a.m. – 5:00 p.m.
About You
Minimum Qualifications:  An Associate’s Degree from an accredited college or university in Accounting, Finance or closely related field and two (2) years of clerical, administrative and/or purchasing experience  Public and/or private sector procurement and contract experience preferred.  Relevant experience may substitute on a year-for-year basis for the Associate’s Degree OR any combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.
Preferred Qualifications:  Three (3) years public and/or private procurement or contracts experience.  CPPB or CPPO preferred.
