About Our Job
We have an exciting opportunity to work in Stormwater Engineering! This is professional engineering work with responsibilities and activities including coordinate the watershed model updates; planning activities; site and development reviews; provide support for stormwater maintenance activities in a watershed; coordination with multiple internal departments and coordination with external governmental agencies and clients, working in conjunction with senior staff.

Job Description
Site Development Review:
Review site development permit applications for Land Development Services (LDS) and County capital improvement projects for consistency with the Unified Development Code (UDC) and Watershed model(s). Provide written comments to LDS (using LIMS) or to the County project manager relative to any inconsistencies. Schedule and attend meetings with the engineer of record (EOR) to discuss solutions to the stormwater comments. Review earth moving permits and plat applications for compliance with stormwater requirements. Responsible to maintain plans, files, and models associated with development submittals and to determine the critical timing of incorporating approved plans into the County’s Record Model.
Planning Application Reviews:
Provide technical comments for stormwater review projects (for Conceptual, Preliminary, and Final Development plans as necessary), to ensure that development projects satisfy the UDC and do not cause adverse impacts and level of service (LOS) deficiencies. This work includes providing technical comments for rezones, special exceptions, developments of critical concern, and other reviews that must go through a public hearing process at the Board of County Commissioners (BOCC) and Planning Commission. Attend and participate in the Development Review Coordination (DRC) meetings as needed.
Building Permit Reviews:
Conduct community flood hazard area (CFHA) reviews to assist the Building Department with obtaining local base flood elevation information.
Watershed Modeling Activities:
Incorporate recent development projects into the County’s Record Watershed Model. Coordinate with GIS Staff to maintain the County’s GIS database to be consistent with the Record Model. Provide support for stormwater maintenance projects as needed. Maintain floodplain delineations, level of service, and assess alternatives to address problem areas.
Work Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.
About You
Minimum Qualifications:
Technical Specialist I: A Bachelor’s Degree from an accredited college or university with major course work in Civil Engineering or related engineering field. If no candidate is qualified, we could consider a degree in a related engineering field such as environmental engineering, mechanical engineering, etc.
Technical Specialist II: A Bachelor’s Degree from an accredited college or university with major course work in Civil Engineering or related engineering field and two (2) years of professional civil engineering experience. Must be able to obtain a valid EIT (Engineer in Training) certification granted by the Florida Board of Engineers within twelve (12) months of hire. A Master’s Degree in Civil Engineering or highly related field may substitute for one year of the required experience. If there are no qualified candidates, we may consider allowing technical engineering related experience to substitute for the required education on a year-for-year basis.
Preferred Qualifications: Experience or certified training with hydrodynamic modeling such as ICPR and ArcGIS (ArcMap). Knowledge of Hydrology, hydraulics, and water quality. AutoCAD is desirable.
