Owensboro Municipal Utilities is seeking experienced, motivated candidates to fill
the following Full time, Exempt position:
General Manager
The General Manager is responsible for the overall leadership and management of the utility within the guidelines and governance established by the City Utility Commission. The General Manager reports directly to the City Utility Commission. The operation, management and control of the utility is vested in the Utility Commission, which was established by ordinance of the City. The Utility Commission is composed of five citizens who are residents of the County and are appointed by the Mayor and approved by the City Commission on a non‑partisan basis to serve staggered terms of three years each. The Utility Commission operates independently in managing the utility.
The General Manager has significant autonomy in establishment of far-ranging strategies affecting future operational and developmental goals. The General Manager coordinates departmental functions creating and implementing decisions and policy recommendations that most cost effectively provide OMU's customers with reliable water, electric and telecommunication services; plans for future product demand and community needs while striving for financial stability and maintaining reliable service and good community relations; acts in a public relations capacity representing OMU in civic activities and community economic development, developing good will for the utility and remaining attuned to community needs and opinion; retains open lines of communication with all city and state governing bodies, officials and regulatory agencies, contractual parties and financial institutions to keep abreast of changes and developments in those areas and how they affect utility policies; and develops and directs utility personnel to most effectively achieve company goals while delegating administrative tasks.
Qualified candidates should have excellent leadership and communication skills and comprehensive knowledge of principles of administration and management, production, transmission and distribution operations at a municipal utility.
Candidates should have broad knowledge of such fields as accounting, engineering, marketing, business administration, finance, etc., with the equivalent of a four year college degree. Related Master's degree is preferred. Desired experience is 11 to 15 years related experience and/or training with 7 years related management experience, or equivalent combination of education and experience.
Owensboro Municipal Utilities (OMU) provides water, electric and telecommunication services to its customer-owners. OMU is one of Kentucky's largest municipal utilities and has delivered water and electric utilities to residential, commercial and industrial customers for over 121 years. OMU provides electric to 26,000+ customers in Owensboro and water to 25,000+ customers in Owensboro and provides wholesale water to two utilities serving Daviess County. In 1997, OMU launched its telecommunications division and now provides high speed broadband connectivity for 3,000+ commercial, industrial, and residential customers.
OMU has 170 employees providing electric transmission and distribution, water treatment and distribution, and high speed telecommunication services. OMU's is a summer peaking system with an electric peak load of approximately 185 MW. OMU treats and delivers an average of 12.5 million gallons per day of drinking water from its recently expanded 30 MGD treatment plant. OMU is completing build out its broadband fiber-to-the-home network which currently covers 60% of the city of Owensboro. More information about OMU can be found at www.omu.org .
