POSITION CONCEPT:
Responsible for the management and coordination of construction activities for Energy Supply.  These construction activities include outage management, maintenance, and plant improvement projects.  Projects range from less than $1M to $100M.  Provides direction, supervision and coordination of TEC superintendent, supervisors, and contractors.
DUTIES AND RESPONSIBILITIES:
Within the limits of authorized company objectives, policies, procedures, plans and budgets, the Manager, Construction & Outage Services has the responsibility and duties as follows:
1. Manage multiple contracted construction activities from bidding to close-out.   Assign duties and responsibilities to superintendents and supervisors to ensure successful outcomes measured by safety, quality, cost and schedule.
2. Lead efforts to improve safety performance and safety culture. Participate in the establishment and management of policy and procedure to ensure a safe work site.  This includes developing contractual and contractor qualification requirements and assuring compliance.
3. Lead the development, implementation and management of construction best practices including programs for QA/QC, constructability, Lean construction, materials management, dispute prevention and resolution, zero accident techniques, lessons learned, benchmarking/metrics and change control.
4. Determine contract methodology and provide constructability input during the design phase of major construction contracts.
5. Determine resource requirements and ensure construction activities are staffed appropriately.
6. Determine and address personnel developmental, training needs, succession plans and identify solutions.
7. Develop and maintain relationships and negotiate with multiple construction companies, their senior management and the local leadership of the union building trades.
8. Coordinate storm preparedness and restoration for the project assignments.
EDUCATION:
Required: High school diploma or equivalent.
Preferred: Bachelors in an engineering, business, or construction related field.
LICENSES/CERTIFICATIONS:
Required: None
Preferred: Project Management Professional
EXPERIENCE:
Required: Minimum of twelve (12) years’ experience in industrial construction and maintenance. Proven experience in managing construction and/or maintenance contracts. Proven experience in managing multiple projects, priorities, and strategic initiatives.
Preferred: Minimum of five (5) years managerial experience in heavy industrial construction, outages, turnarounds, maintenance, or project management
SUPERVISORY EXPERIENCE
Required: Minimum of 5 years supervisory experience
KNOWLEDGE/SKILLS/ABILITIES:
Required: Knowledge of construction codes/standards and management techniques. Demonstrated track record of leading teams to achieve superior results. Ability to facilitate and manage change within a large organization. Possess strong communication and interpersonal skills, leadership qualities, performance management and team building skills. Must be willing to travel by air. Must have ability to obtain a passport.
WORK CONDITIONS:
Primarily office environment
Includes occasional walk down of generating facilities and construction sites
Comfortable working at heights along with working in a hot, loud, industrial plant environment
