The Work You Will Do:
This Environmental Consultant position performs advanced professional work directed by the leadership of the Compliance Assistance Program located in Temple Terrace, FL.  The ideal candidate will possess discipline-specific knowledge, leadership, and technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations related to the various water programs.

The Environmental Consultant participates in meetings with representatives from the regulated community and federal, state, and local governments, and develops reports as required by the Florida Department of Environmental Protection; and assists with other duties as required. The Environmental Consultant also works with managers to plan and prioritize activities and projects in line with DEP’s strategic objectives and find integrated solutions on a variety of organizational challenges.

This position is located at 13051 N. Telecom Parkway, Temple Terrace, FL 33637, and requires the ability to work in and throughout the Southwest Florida Counties (Hernando, Citrus, Pasco, Pinellas, Hillsborough, Polk, Manatee, and Hardee).

Your Specific Responsibilities:
The incumbent in this position:
• Is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
• Primary Subject Matter Expert for the District’s Compliance Water Facilities Program.
• Conducts inspections at assigned large or complicated facilities, as defined by the specific program (LOS Assignments), pursuant applicable Florida Statutes and Florida Administrative Code. Writes reports on outcome of inspections as required.
• Provides technical assistance as needed to both outside parties and DEP staff statewide.
• Keeps databases updated as required for facilities assigned.
• Recommends enforcement actions as appropriate. Drafts complex enforcement documents and coordinates and leads enforcement meetings.
• Provides outreach and/or compliance assistance to large or complicated facilities as needed.
• Accompanies Compliance staff on inspections at their assigned Water facilities and complaint inspections, along with providing compliance assistance, as needed, in order to teach, train and provide guidance as the District’s Subject Matter Expert.
• Reviews and makes recommendations on reports, scientific, technical or legal documents for Compliance, always capitalizing on such opportunities to be teaching and training moments for less experienced staff.  May make recommendations on enforcement actions as appropriate. May assist with drafting enforcement documents as a training opportunity. May assist with enforcement meetings as a training opportunity.
• Provides technical assistance and training as needed to both outside parties and various levels of Environmental and Engineering Specialists in compliance.  This includes direct involvement in the development of training materials and programs, along with conducting interactive and engaging trainings in front of large groups.
• Trains staff on Water program databases to ensure that data for compliance is accurate and up to date.
• Provides outreach as the District’s Subject Matter Expert as needed.
• Other duties as assigned.  Assists executive management in the absence of direct supervisor and/or in areas of expertise.
Required Knowledge, Skills, and Abilities:

Required:
Knowledge of the terminology and principles of state and federal environmental regulation.
Knowledge of the terminology and principles of pollution control processes and equipment.
Knowledge of data collection and analysis principles and procedures.
Knowledge of appropriate rules and regulations as it pertains to their specific program area.
3-5 years experience in their specific program area.
Proficient at incorporating effective soft skills into daily trainings
Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
Ability to deal with the public in a tactful and courteous manner.
Ability to speak in public to groups of people in an effective, engaging and interactive way
Ability to communicate effectively, both verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to physically perform field inspections.
Ability to collect, evaluate, analyze and interpret scientific and technical data.
Ability to prepare technical reports.
Ability to utilize problem solving techniques.
Ability to plan, organize and coordinate work assignments.

Ability to work under pressure.
Experience in coordinating the training of coworkers.
Bachelor’s degree from an accredited university in engineering and/or natural sciences.

Minimum Qualifications:
• A four year degree from an accredited college or university with a major in engineering, environmental science, or one of the natural sciences.
• 3-5 years professional experience.
• A valid drivers license.
