Job Description

Enforces State laws, and ARRC security plans and procedures in a manner which provides lawful protection of ARRC assets, property, employees and the public.
Duties and Responsibilities:
Patrols and inspects ARRC facilities, right-of way and other properties to ensure compliance with State and federal laws, and ARRC rules. Detects and prevents criminal activity and encroachments. Identifies environmental regulation violations and security deficiencies/violations. As a Special Agent with the Alaska Railroad Police Department, incumbent will carry firearms, conduct investigations make arrests, and enforce State law on or about ARRC property.
Investigates criminal activities or ARRC rules violations to protect ARRC property and effect prosecution or administrative action. Coordinates investigative activities, reports and other information with local, State and federal prosecutors, and law enforcement agencies or ARRC officials. Manages cases and prepares arrest and search warrants. Operates photographic equipment, digital voice recorders, and portable radios.
Compiles a variety of written reports and daily logs detailing results of investigative actions and other administrative functions.
Responds to and investigates accidents involving ARRC equipment, personnel or property, interviews witnesses and suspects, collects and preserves evidence.
Represents the Police Department and the ARRC by making presentations and educational briefings to ARRC employees and the public. Provides training to contract security officers and supervise their day-to-day activities in the field.
Coordinates investigative findings and security matters with ARRC Managers, Legal Office and judicial representatives for case administration or prosecution. Testifies at administrative hearings and in court as required.
Operates emergency vehicles, surveillance, access control and other specialized equipment as required.
May be required to participate in Incident Command exercises and activities.

Must not have been convicted of any misdemeanor crime within the past ten years (unless under 18 years of age at the time). Must not have been convicted of any felony, or misdemeanor crime of domestic violence by a civilian court of this state, the United States, or another state or territory, or by a military court. During the ten years before the date of hire, the applicant must not have been convicted of a crime of dishonesty or crime of moral turpitude, or a crime that resulted in serious physical injury to another person, or of Driving Under the Influence offenses or chemical test refusals, by a civilian court of this state, the United States, or another state or territory, or by a military court.
Must not have been denied police certification, or have had the person’s basic police certification revoked, or have surrendered the person’s basic certificate, or their certificate is under suspension in this state or another jurisdiction, unless the denial or revocation or suspension has been rescinded by the council under 13 AAC 85.110 or by the responsible licensing agency of the issuing jurisdiction.
Must not have illegally manufactured, transported, sold, or used a controlled substance, other than marijuana (unless under 21 years of age at the time of the act, and the act occurred more than 10 years before the date of hire); must not have used marijuana within one year before the date of hire, unless the person was under the age of 21 at the time of using marijuana.
Applicants will undergo a full criminal, employment, and personal background check. Applicants must be able to successfully complete a physical ability test. Applicants must pass a physical examination to ascertain that they are physically capable of performing the essential functions of a law enforcement officer.
Education Requirements
An Associate's degree in law enforcement, criminal justice or a related field is required. Professional related experience can substitute for the degree requirement on a year for year basis. Graduation from a certified Alaska law enforcement police academy is required. Bachelor’s Degree in Criminal Justice is preferred.
Work Experience
Two (2) years of law enforcement police experience is required.
Certification/License Requirements
Must be able to obtain an Alaska Department of Public Safety Special Officer Commission; must be United States citizen; must be 21 years of age or older; must have a valid driver’s license and no traffic violations within past two years.
Preferred Qualifications
Certification as a Law Enforcement Officer (LEO) by the Alaska Police Standards Council (APSC), within the last three years, is preferred. Alaska residency is preferred. Railroad police experience is preferred.
