ORGANIZATIONAL SUMMARY:
The University Controller's Office is a System-wide function which is led by the Associate Vice President/Controller and has approximately 150 employees.  The UCO consists of Accounting and Reporting Services (General Accounting, Financial Systems, Reporting, Research Cash Management, Asset Management, and Construction Accounting); Payment Services (Accounts Payable, Travel); Purchasing Services (Purchasing, PCard, and Central Receiving); Student Financial Services (Cashier's Office, Student Accounting & Customer Service, and Accounts Receivable); Payroll and Tax Services and the Office of Supplier Diversity.  The UCO's mission is to safeguard institutional resources and provide accounting and operational support to the USF System while ensuring compliance with all Federal, State and regulatory financial guidelines.
POSITION SUMMARY:
Responsible for administration and maintenance of debts secured by promissory notes (USF Student Loans, Federal Perkins Loans, Health Profession and Nursing Faculty Loans). Reconcile student loan accounting ledgers and payments. Follow specific due diligence requirements as established by state, federal and university regulations in the collection of state, federal and university-based financial aid. Audit accounting activities on individual accounts for assignment to collection agency and audit collection agency accounting ledgers. Create, credit, and/or adjust AR Bills on PeopleSoft.
RESPONSIBILITIES:
Audit and reconcile transactions of departmental ledgers, Financial Aid subsidiary ledgers, and Billing Services ledgers monthly. Prepare necessary adjusting entries to the ledgers. Create and credit AR/point of sales bills for various university departments in PeopleSoft.
Audit and approve deferments and cancellations. Re-negotiate payment arrangements. Audit accounts to implement collection on delinquent accounts. Develop and coordinate exit interviews in accordance with federal regulations.
Audit and process departmental write-off requests and departmental refund requests using FAST.
Regulate the student loan program. Disburse, audit, reconcile and approve compliance with federal regulations. Process G5 daily draws for Direct Loans from the Department of Education Funds. Prepares financial reports for utilization by management regarding the Perkins loan program.  Recommends Perkins accounts for assignment to the US Department of Education.
Assemble in-depth fiscal analysis of student loans considered uncollectable in preparation for completion and assignment to outside agencies, write-off to federal government, and/or USF ledgers.
Responsible for administrative duties such as handling phone calls, servicing walk-in customers and filing.
POSITION QUALIFICATIONS:
MINIMUM :
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and two years of fiscal related work experience; or a Bachelor's degree in no specific required field and three years of fiscal related work experience; or six years fiscal related work experience.
PREFERRED:
Prefer previous experience working with student loans and accounts receivable in a university setting.
