Job Description
WANTED: The Warfighting Systems Assessments Directorate (WSAD) of AMERICAN SYSTEMS has an opening for a Joint Capability Technology Demonstration (JCTD) Operational Manager to support the USCENTCOM Science Advisor at MacDill AFB, Tampa, FL.
As a Joint Capability Technology Demonstration (JCTD) Operational Manager (OM) you will:

A week in the life of a Joint Capability Technology Demonstration (JCTD) Operational Manager (OM):
• Provide day-to-day oversight of assigned JCTDs or other Service/Agency capability projects.
• Work closely with a Technical Manager, Transition Manager, and various Subject Matter Experts from within the USCENTCOM staff, and other agencies/organizations.
• Act as the chairperson of the Operational Integrated Process Team (IPT), which will develop and validate CONOPS; Concepts of Employment; Tactics, Techniques, and Procedures; and Training Support Packages, as needed.
• Responsible for the development of the cost-work breakdown structure for all operational activities on their assigned JCTD.
• Develops white papers, position papers, and briefs for senior level and General Officer review regarding Science and Technology issues.
• Coordinate with an assigned Independent Assessment organization to development a technology assessment strategy for their assigned JCTD.
• Describe the operational concept, and oversee the execution of all Independent Assessment activities during assessment events.
• Provide test planning support, to include operational requirement decomposition, assessment measures development, data collection plans, field execution plans, and execution document development for Military Utility Assessments.
• Put into practice analytical skills for critical operational issue resolution.
• Directly support the client at USCENTCOM HQ, MacDill AFB, Tampa, FL, in the Science and Technology Division of the Resources and Analysis Directorate (USCENTCOM CCJ8 S&T).
• Travel will be required (up to 35%), primarily within the Continental United States, but with the potential for travel outside the US.

Job Requirements
Required Skills Education / Skills / Experience / Clearance:
• Bachelors degree from accredited university and 5+ years pertinent working experience. 5 years of additional related experience can be substituted for a degree.
• Good working knowledge of USCENTCOM staff activities within the Directorates and the Joint Capabilities Integration Development System (JCIDS).
• Experience evaluating operational requirements for resources submitted through Combatant Command and Service-specific channels (e.g. Joint Urgent Operational Needs Statements, Joint Emergent Operational Need Statements, etc.), or from other technology generation sources.
• Test and Evaluation experience in the areas of test planning and execution, dendritic development, questionnaire development, human factors analysis, quantitative/qualitative analysis, analytical products development, database design and data reduction.
• Excellent verbal and written communications, as well as report generation and presentation skills are required (Please be prepared to submit examples of previous work documentation).
• Strong organizational and analytical skills, attention to detail, including the ability to present detailed briefings to senior staff and the desire to work closely with people.
• Proficiency with Microsoft Office Suite and common office software applications is required.
Desired Skills / Experience:
• Candidates should have strong technical writing skills.
• Strong background in non-traditional acquisition and/or non-traditional assessment programs such as JCTDs, Advanced Concept Technology Demonstrations, or battle lab initiatives.
• Candidates with experience working on JCTD programs and rapid capability development, especially the planning and execution of Military Utility Assessments, are highly desired.
• Experience in management, planning, and execution of Operational exercises is a plus.
• Candidates will be given preference if they have worked on a Combatant Command staff or have Foreign Comparative Test, Coalition Warfare Program, Warfighter Rapid Acquisition Program, Joint Test and Evaluation, and/or Joint/Coalition Program experience.
Required Security Clearance:
• Candidates must have a current TOP SECRET SCI clearance.
