TITLE: POSITION CONCEPT
The Real Estate Analyst is responsible for performing specifically delegated substantive legal work, relating to matters involving all phases of real estate development including zoning, entitlements, design, permitting, construction, acquisition and disposition; electric and gas rights-of-way use; and all transactional phases of eminent domain for TECO Energy, Inc., and its subsidiaries.   Advise on land use and general real estate matters, which includes: researching and making proposals; attending external meetings and/or hearings; and drafting related documents.  Functions of this position also include local government relations and community relations.  Supports operations including permits, outreach on infrastructure projects, assistance with customer matters and emergency response functions.
PRIMARY DUTIES AND RESPONSIBILITIES
• Interacts with outside entities including government agencies, courts, corporations, law firms, experts, and the public regarding real estate development, right-of way defense, eminent domain, and general real estate matters (“Core Knowledge”); interact with various personnel of all TECO Energy companies on routine legal matters, including but not limited to, real estate and eminent domain.
• Performs legal research, including but not limited to, searches on Westlaw, Lexis-Nexis, Practicing Law Company, Practicing Law Institute, Municode, and Federal and State Courts. Incorporate the research into a memorandum to the attorney for review and use. Draft and edit business and legal letters, memoranda and other correspondence, as well as routine legal documents. Utilize department’s case management system, CounselLink.
• Attend informal and formal public meetings, including commission/council meetings.
• Assist operations/business units on elevated issues related to local governments including; rights-of-way access, permitting, relocation of facilities, emergencies and any local government policy, ordinance or rule that affects electric or gas delivery.
• Promote a positive company image in the community, demonstrating knowledge in the areas of “Core Knowledge” and conveying a commitment of excellence, ownership, and understanding.
• Participate in cross-functional teams and develop areas of subject matter expertise as appropriate to support company initiatives and opportunities to remain professionally challenged and engaged, e.g., economic development, corporate citizenship, environment/sustainability, state government relations, etc. Establish and maintain a network of internal subject matter experts to identify and improve business acumen and quality of communications.
SUPERVISION
Indirect Supervision: Provide project leadership as required.
RELATIONSHIPS
Key Internal: Must effectively interact with TECO Energy, Inc., and its subsidiaries, Officers, Senior Management, and team members across all companies at all levels.
Key External: Must develop and maintain key relationships with government agencies, courts, corporations, law firms, and our experts.
QUALIFICATIONS
Education
Required: Bachelor’s Degree from a regionally accredited college in Business, Political Science, Real Estate, or any other related field of study.
Related Experience
Required: Minimum of six (6) years of experience related to a portion of the Duties & Responsibilities of this position.
Preferred : Working in electric or natural gas utility industry; as a land planner, as a real estate or eminent domain paralegal; for a local or state government; or other experience related to the position is desirable.
Knowledge/Skills/Abilities
Required : Knowledge in one or more “Core Knowledge” areas.  Knowledge of governmental processes at local level.  Excellent written, oral, and interpersonal communication skills including the ability to be familiar and maintain a working knowledge of the operations, Standards, and procedures of TECO Energy and its operating companies.
