ORGANIZATIONAL SUMMARY:
Central Human Resources (HR) provides university-wide strategic development of policies, procedures, and programs for core HR functions, which includes the main campus in Tampa, USF Health and the branch campuses in St. Petersburg and Sarasota-Manatee.  HR supports the goals, vision, and mission of USF, with a focus on delivering valuable, innovative, and compliant services that attract, develop, reward, and retain highly qualified individuals to create a diverse and talented workforce. Services and programs provided by HR include: Benefits; Classification and Compensation; Employee Relations; Labor Relations; Talent Acquisition; Strategic Planning; Staff Recognition; Compliance; HR Information Systems; and Learning and Talent Development.
POSITION SUMMARY:
Reporting to the Assistant Vice President of Human Resources, the HR Business Partner, Process Improvement & Policy, is responsible for human resources procedures and policies that ensure compliance with applicable laws, regulations, and standards. Partners with other human resources leaders and team members, and provides recommendations to improve processes and efficiencies within the department. Monitors the regulatory environment and develops a strategy for responding to new or amended legislation. Identifies potential compliance risks and effectively communicates those to the leadership team while also providing solutions to mitigate risk.
RESPONSIBILITIES:
Tracks and interprets laws or regulations impacting the University, and offers recommendations to human resources leadership to ensure compliance. Reviews existing HR policies and procedures, and identifies necessary changes, and recommends abolition of obsolete documents.
Monitors the regulatory environment and develops a strategy for responding to new or amended legislation. Develops systematic feedback mechanisms for evaluating policy impact and effectiveness, and mechanisms for respective policy updates and changes, taking into account evolving organizational goals and needs.
Works with all human resources departments to create and maintain compliant internal processes and procedures. Provides advice on application, and where necessary interpretation, of related HR policies, procedures, and regulations, taking into account past practices and precedents and, if necessary, case law.  Promote consistent application of HR policies throughout the University.
Conducts periodic tests and audits for human resources operations. Conducts initial reviews of alleged compliance violations and escalates to human resources leadership as needed.
Represents the central HR department and attends all emergency management meetings; responsible for updating and maintaining the continuity of operations planning (COOP) for the department.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and two years of HR related experience; or Master's degree in an area of specialization appropriate for the program. Six years of HR-related experience or a combination of education and experience may substitute for the Bachelor's degree.
PREFERRED:
A Bachelor's degree with a law emphasis and significant experience (5+ years) in policy and process improvement administration demonstrating progressive levels of responsibility, including experience working with many groups of people with conflicting priorities.
Intermediate to advanced level experience with human resources information system (HRIS), specifically Peoplesoft HCM, Oracle Cloud, and/or Workday.  Computer proficiency (MS Office, including Word, PowerPoint, Excel and Outlook).
Demonstrated project management experience and experience with continuous improvement methodologies; proven ability to make sustainable, high quality process improvements that maintain and enhance customer satisfaction.
Knowledge, Skills and Abilities:
Exceptional communication skills, both written and oral, and comfortable working in a complex organization with multiple layers of authority. Able to influence, negotiate, and build collaborative relationships at all levels of the organization, as well as experience effectively managing and working with external vendors.
Confidence in voicing findings and observations as compliance issues arise and communicating recommendations and solutions in a diplomatic and effective manner. Expertise in developing/reviewing process documentation.
Long range planning, systems thinking, and strategic vision skills. Able to balance the big picture with what is important across day-to-day activities.
Knowledge of federal, state, and regulatory issues and demonstrated experience applying compliance, regulatory and policy requirements.
Adaptability to changes in the work environment, managing competing demands and dealing with frequent changes, delays or unexpected events.
