Description: Hillsborough County Board of County Commissioners                                              TO APPLY: Submit cover letter & resume via email to Ron Simon at SimonR@hillsboroughcounty.org                                                                                                                                                                                                             Posting Date: October 7, 2021                    Application Deadline: October 21, 2021       POSITION TITLE: DIVISION DIRECTOR MINORITY AND WOMEN BUSINESSENTERPRISES PROGRAMS  ANNUAL SALARY:  $80,995.20 - $107,307.20 (starting pay is negotiable)       DEPARTMENT: ECONOMIC PROSPERITY JOB OVERVIEW:   This is an advanced management level position responsible for directing, planning, and providing overall leadership to the County’s Office of DM/DWBE & SBE (Disadvantaged Minority/Disadvantaged Women Business Enterprise and Small Business Enterprise) programs. This is a highly responsible professional position established for the purpose of planning and administering the County's stated objective of insuring that small, disadvantaged minority and women business owners have equal opportunity to bid for County projects, leases or contracts. The incumbent in the position is responsible for developing and implementing policies and procedures that will enhance the participation of and provide equal access to small business enterprises and minority/women business enterprises in the County's procurement program which includes construction, contractual services, professional consulting services, and commodities.  Work requires initiative and judgment in establishing policy, procedure and program monitoring and accountability. Responsibilities of the position include overall management of resource allocation, operations, budgeting, and personnel.Work is performed independently and with initiative to govern in a manner that ensures compliance with the highest professional standards and all applicable regulatory environments.  The incumbent in the position reports to the Assistant County Administrator for Economic Prosperity. The performance of the incumbent is measured by the success of the county’s Disadvantaged Minority/ Disadvantaged Women Business Enterprise and Small Business Enterprise programs. MINIMUM QUALIFICATIONS:   Graduate of an accredited four (4) year college/university with course work in Business Administration, Business Management, Economic Development, or a related field and have a minimum of five (5) years of experience in supplier diversity, supply chain, buying/purchasing, business plan development, or other related experience. OR An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.) Must hold a valid Florida Driver’s License KEY DUTIES & RESPONSIBILITIES:  Provide long-range planning and policy development and direction to the County’s Office of Disadvantaged Minority/ Disadvantaged Women Business Enterprise and Small Business Enterprise Programs in consultation with the Assistant County Administrator for Economic Prosperity. Develop, coordinate, encourage and implement various plans of action to promote and increase the level of DM/DWBE & SBE participation. Oversee, monitor, and revise (if needed) the DM/DWBE & SBE Program, policy, ordinance, and goals. Implement and manage all aspects of the DM/DWBE & SBE Program. Maintain and constantly update the Hillsborough County's DM/DWBE Certified & SBE Registered Directory with specific information on expertise, qualifications, and other information. Coordinate local, state and national efforts to locate and encourage DM/DWBE & SBE participation in County contracting. Interact with and serve as the County’s liaison with local business/industry officials, governmental agencies, municipalities, community economic development organizations, and special interest business associations on matters pertaining to vendor diversity. Promote and assist with the support of economic development in the disadvantaged community. Collaborate and work with other DM/DWBE & SBE offices in the surrounding cities/counties on providing training and assistance to DM/DWBE & SBE. Represent Hillsborough County at meetings, and on supplier diversity committees, DM/DWBE & SBE organizations, and community relations committees, regarding programs, initiatives, challenges and opportunities. Ensure that the information regarding County’s DM/DWBE & SBE on the Hillsborough County’s website are current and updated. Manage training programs to help certified minority- and women-owned businesses maximize their opportunities for subcontracting in Hillsborough County projects. Manage the County’s New Minority and Woman Business Certification program Assess and measure the effectiveness of the program and develop relevant reports. Maintain statistical information of minority business efforts related to county procurement. Develop an ongoing review of systems and processes in order to enhance the office’s ability to provide exemplary customer service. Monitors, reviews and evaluates performance of DM/DWBE & SBE E firms after award of contract. Provides leadership and supervision of employees in the division that includes creating goals, objectives, and accountability; issues counseling disciplinary actions; handles employee complaints and grievances; recommends the hiring, termination and promotion of staff. Investigates difficult public complaints. Responds to inquiries, problems/ complaints, and assist with investigations and resolutions, regarding women and minority business interest. Mediates disputes arising between DM/DWBE & SBE and the County or County departments. Meets with the members of the BOCC as needed. Be subject matter expert on matters related to DM/DWBE & SBE programs. Makes presentations before the BOCC, County Administrator, Executive Team and department directors of the county, other county state and federal agencies regarding the performance, challenges and updated goals of county’s DM/DWBE & SBE programs. Emergency Management ResponsibilitiesIn the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster. NATURE OF WORK: Sedentary Work – Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. WORKING CONDITIONS - Primarily works in an office environment. May require limited travel outside of the office in vehicle PHYSICAL EFFORT - Mostly sedentary.
