Description: Specialist, Contracts (Bidding / Proposal Evaluation / Negotiation) Job Locations US-KY-Owensboro ID 2021-1706 Category Supply Chain Type Full-TimeOverview The Supply Chain Contract Specialist shall be responsible for the day to day performance of Contract execution, Contract bidding and awarding functions, Contract administration, and shall provide high level support for resulting Contracts. These responsibilities shall include, but not be limited to coordinating requests for quotations, facilitating and evaluating bids, initiating Contracts for various services and suppliers, negotiating Contracts and maintaining customer contact activities to provide for proper Contract execution and fulfillment in accordance with company policies, legal requirements and customer specifications. The Contract Specialist shall be responsible for ensuring that appropriate contracts are placed to support Company objectives that support a broad supply base for capital expansion projects, minor capital projects, and active operating assets. Under the direction of the Manager, Contracts, the Contracts Specialist shall partner with business unit managers and operators to establish Contract strategies, assist in development of work scopes, and ensure proper reviews are conducted by internal stakeholders. Further, the Contract Specialist shall be responsible for evaluating current processes, making suggestions to update and improve system processes, and executing process improvements. Responsibilities Primary responsibilities include (but not limited to): Works closely with various stakeholders to ensure all details are covered in various forms of Contract. Details include, without limitation, obligations of the parties, how QA/QC will be performed, work execution, measurement and payments, claims and disputes, and Contract closeout;Develops or assists in developing cost/price proposals in response to business unit requirements;Reviews and analyzes complex solicitations, goods and service bids, and contract terms and prepares specialized and/or non-routine response for proposals, bids, and contract modifications;Coordinates with external stakeholders for contractual negotiations and the bidding and awarding process;Administer standard and non-standard goods and service contracts and agreements according to specific contract requirements including, but not limited to, financial limits, delivery or performance schedule, and all other terms and conditions.Coordinates with legal, tax, F&A, and other departments in the event Counter Parties desire modifications to Company standard Contract templates;Responsible for entire contractual life-cycle administration of assigned Contracts and other activity as assigned by the Manager, Contracts;Prepares and administers routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal;Prepares, organizes and maintains contract records and files documenting contract performance and compliance;Assists business units, contracts professionals, and project management professionals in working with internal or external business teams on issues and developments relative to assigned contracts;Review and analyze contract actions for identification of discrepancies, risks, and concerns; specific focus will be on initiation, administration, and change management;Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate corporate policies and business unit procedures;Works together with Records & Information Management ("RIM") to digitize the contract administration and fully integrate the contract processes with the acquisition processesEnsures all contractual obligations of the parties are maintained including, but not limited to Insurance Certificates, Safety Statistics, Unit Rates, and Allowable Expenses;Support A/P for invoice and Contract/PO reconciliation;Train company personnel regarding policies, processes, procedures, Contracts management, and bidding software; Qualifications Minimum:Bachelor's degree in a business, construction, technical, or related field; or equivalent work experience;3 to 6 years of relevant experienceThree (3) or more years of related experience working with soliciting and evaluating proposals for goods and/or services Contracts;Two (2) years' experience with Contract execution and administration;Strong negotiation/collaboration skills;Basic understanding of the various types of contracts, including how contract administration can be affected by each type of contract;Ability to prioritize and handle multiple tasks and projects concurrently; strong attention to detail;Must be experienced in the use of PC equipment including software such MS Office products, particularly Microsoft Excel and Microsoft WordPreferred:Five (5) or more years of related experience working with soliciting and evaluating proposals for goods and/or services Contracts;General understanding of common contractual terms and conditions and the contracting process;Experience in contractual claims mitigation highly desirableExperience in a relevant leadership/supervisory roleAdvanced experience with strategic level purchasing of goods and servicesExperience in contractual administration within an oil and gas entity highly desirable#usatoday Employment Type: Full-time
