GENERAL DESCRIPTION OF POSITION
The intent of this description is to provide a representative summary of the major duties and responsibilities performed by employees on this job. Under the moderate supervision of the T&D Operations System Supervisor, monitor and control the electrical transmission and distribution system equipment through operation and observation of the SCADA system. Has the authority under normal and emergency conditions to take or direct timely and appropriate real-time actions to protect the integrity of the T&D electric system and safety of general public without obtaining approval of higher-level personnel within the utility. This includes actions necessary up to and including shedding of firm load to prevent or alleviate operating security and safety conditions. Receives customer calls and dispatches emergency personnel as needed. Requires strong technical judgment and ability to analyze, organize and disseminate real-time information. Subject to 24-hour call and rotating shift.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Records customer information such as name, address, trouble or service to be rendered. Prepares work orders and customer service requests.
• Receives electrical, water and telecommunications complaint calls from the public and deals with customers in a pleasant and tactful manner.
• Maintains and reports system information including outages, weather, loading, radio, stand-by, projections and trouble reports.
• Assesses emergency situations and coordinates with the Delivery Duty Supervisor per prescribed guidelines. Calls in additional workforces during abnormal operating conditions.
• Takes outage reports by telephone, enters information into the Outage Management System (OMS) and completes necessary reports. Determines magnitude of outages and takes proper action to eliminate safety hazards, develops restoration plans, and minimizes any outage time. Assumes responsibility for recording and reporting outage indices.
• Monitors, records and dispatches all types of radio communications. Dispatches service personnel on outages and service problems while giving assistance locating trouble using OMS.
• Works with Engineering to monitor and control system power factor.
• Works with TVA (Reliability Coordinator), LGE/KU. (Balancing Authority), and (Generator Operator) to monitor power delivery.
• Coordinates direction from OMU's Reliability Coordinator, Balancing Authority, Generator Operator and Transmission Operator in a timely manner to support reliability of the Bulk Electric System.
• Works with Engineering to provide loading, balance, and power quality information on transmission and distribution system.
• Monitors SCADA system for operating conditions, performs system operations and records information as required.
• Monitors & Dispatches Electric, Water, & Telecommunications Crews.
• Performs SCADA system operations such as, turning off/on reclosers, tapchanger operation, and breaker controls. Monitors electric system information and takes corrective actions to prevent overloads on the electric system, and maintain proper system voltage.
• Updates current status of transmission and distribution map boards & other related maps and reference material.
• Analyzes and maintains operations logs for company and regulatory purposes and performs shift turnover communications.
• Controls the activities of the electrical transmission and distribution system by writing switching schedules and directing switching during emergency situations. Also responsible for preparing switching schedules requested by other Delivery Supervisors on a daily basis, arranging clearance for construction, maintenance, and testing on the OMU system.
• Requires knowledge and understanding of the NERC functional model and reliability standards.
• Must have or be able to obtain and maintain appropriate NERC Operator certifications within 12 months of accepting role.
• Prepares OMU system load forecast as required and transmits to all required regulatory agencies.
• Maintains and compiles yearly, monthly, and daily call-out log.
• Monitors security for after-hours at Delivery and Customer Service Center buildings and reports Electric System sabotage events to appropriate contacts.
• Interprets trends, disturbances and operations to determine impact on interconnected systems, probable cause and restoration or corrective actions.
• Coordinates after hours call-out for service reconnects through Customer Service Center.
• Adhere to all governmental safety codes and company standards. Completes all training in a timely manner.
• Perform any other related duties as required or assigned.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
High school or GED, plus specialized schooling and/or on the job education in a specific skill area; e.g. data processing, clerical/administrative, equipment operation, etc., plus 4 years related experience and/or training, or equivalent combination of education and experience.
COMMUNICATION SKILLS
Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization.
MATHEMATICAL SKILLS

Knowledge and Abilities
Maintains a thorough knowledge of construction and maintenance of overhead and underground distribution and transmission lines, National Electric Code (NEC), and the National Electric Safety Code (NESC). Must have thorough knowledge of electric substation design, operation, and maintenance. Must be thoroughly familiar with policies relative to service connections. Must be familiar with all OMU personnel and Departments. Must be able to read and interpret electronic mapping system and be familiar with the entire OMU service area. Must have the ability to use office equipment efficiently and be able to operate the radio system, SCADA system, ACS Outage System, Customer Information System (CIS), and learn specialized computer software packages quickly. Must have the ability to calmly explain OMU policies and procedures to customers. Must have the ability to work under pressure during major outages and accurately communicate messages in emergency situations. Must attend courses related to work, including successful completion of required training to obtain NERC Operator Certification. Ability to diplomatically handle a variety of customer relation issues. Completion of Classification Competency Training and First-aid/CPR certification required.
Experience
