Introduction
This is responsible professional and supervisory municipal contract administration work.
Nature Of Work
An employee in this class is responsible for supervising or coordinating the performance of a variety of administrative, technical, fiscal, and legal activities relative to the implementation and administration of public works’ capital improvement contracts and agreements. Work is of considerable difficulty and involves supervising engineering technicians and contract specialists in the preparation of required contracts and related documents, and assuring that necessary administrative, legal, accounting, and records keeping actions take place to facilitate the realization of capital improvement projects and agreements. Under direction, the employee is required to exercise considerable initiative and independent judgment in assuring timely completion of all required contracts and related documents and in supervising or coordinating the activities of support personnel. Work is reviewed through conferences, reports submitted, and results obtained.
Examples of Duties
Directs, coordinates and supervises engineering technicians and contract specialists in the preparation of required administrative, fiscal, and legal public works’ contract documents; develops contract specifications and contract monitoring procedures; writes capital construction contracts and architectural, engineering, consultant, and other professional services agreements; reviews contracts and agreements for content and to assure that they are properly insured, bonded, and correctly executed by the city and other parties involved; monitors legislative and council activities relative to contract administration to assure that contracts and agreements are correctly and formally advertised, bids received, opened, reviewed, and recommended to the city council for action.
Oversees capital improvement projects in progress, acting as liaison between the project engineers, contractors and various city departments, to ensure projects are proceeding in a timely fashion and to ensure the achievement of contract administration objectives; schedules and coordinates contract section activities with design section activities relative to ongoing construction contracts, in order to develop a smooth flow of contractual activities and to accommodate administrative and/or field changes that take place.
Coordinates the status and availability of budgeted funds and assures that necessary legislative, administrative, and accounting activities take place to properly obligate and expend funds; oversees the maintenance of appropriate files.
Oversees preparation of partial and final payments to contractors; defines capital improvement project grouping and assigns projects to groups; provides progressive status and funding reports on individual projects and project groups.
Supervises preparation of contract related legal and administrative documents dictating style, format, and content; reviews and edits general correspondence; supervises division contract file and ledger maintenance activities.
Aids administrators in the development and analysis of various division activities by writing and editing standard operating procedures, conducting research, and preparing reports, flow charts, and organizational charts.
Plans, assigns, schedules, supervises, and reviews the work of subordinate employees; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; completes performance evaluations and administers required discipline; ensures that subordinates receive appropriate orientation and training; supervises and trains subordinate personnel; participates in interviewing and recommending to supervisor placement of employees from qualified lists
Performs related work as required.
Knowledge, Skills & Abilities
Considerable knowledge of : methods, procedures, and documents required in the administration of municipal public works’ contracts.
Working knowledge of : laws, guidelines, and requirements governing contract structure and content; legal and standard composition procedures and processes; municipal administrative management principles and practices. Some knowledge of: the principles, practices, and methods of accounting; office administrative and supervisory techniques.
Ability to : read, understand, and interpret legal documents; prepare a variety of documents in correct legal format, terminology, and phraseology; assign, schedule, supervise, and review the work of others; establish and maintain accurate technical operating records and prepare clear and concise oral and written reports; establish and maintain effective working relationships with other employees, officials, contractors, and the general public.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in public or business administration, or a related field and five (5) years of experience in administration of public works’ construction contracts including one (1) year of experience in contract writing; or an equivalent combination of training and experience.
Licenses or Certifications
Possession of a valid drivers license may be required.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
