ORGANIZATIONAL SUMMARY:
The University Controller's Office is led by the Associate Vice President/Controller and has approximately 150 employees. The UCO consists of Accounting and Reporting Services (General Accounting, Financial Systems, Reporting, Research Cash Management, Asset Management, and Construction Accounting); Payment Services (Accounts Payable, Travel); Procurement Services (Procurement/Purchasing, PCard, and Central Receiving); Student Financial Services (Cashier's Office, Student Accounting & Customer Service, and Accounts Receivable); Payroll and Tax Services and the Office of Supplier Diversity. The UCO's mission is to safeguard institutional resources and provide accounting and operational support to the USF System while ensuring compliance with all Federal, State and regulatory financial guidelines.
POSITION SUMMARY:
The position will provide leadership and general oversight to strategic sourcing efforts. This will include all analytics supporting Procurement Services, oversight and execution of strategic public sourcing events, management of strategic supplier relationships, Procurement Services website development and maintenance, contract processing up to $250,000, Bull Marketplace improvement, standard procurement process improvement and other ad hoc duties as assigned. Office working conditions with limited physical requirements.
RESPONSIBILITIES:
Procurement solicitations: Leads and oversees strategic sourcing solicitations to include specification development, stakeholder engagement, system event management, evaluation oversight, supplier communication and engagement, contract life-cycle and supplier management of awardees.
Data Analysis: Management Spend data systems, provides direction on analysis to Strategic Sourcing Analyst, identifies strategic sourcing opportunities, performs ad hoc data analysis in support of Procurement Services.
Contract management: Processes assigned contracts vetting for "sensible" scope of work, approved sourcing method, competitive pricing and, in conjunction with the Office of General Counsel, form and legality.
Systems improvements: Continue the development of the Bull Marketplace procurement tools with the objective of taking full advantage of the potential efficiencies and integrations; manage website content.
Daily tasks assigned/back up: Requisition/change order processing, help desk tickets, etc.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Master's degree in an appropriate area of specialization or a Bachelor's degree in an appropriate area of specialization and four years of appropriate experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.
PREFERRED:
Bachelor's degree and 4 years of appropriate experience (procurement and/or data analytics, project role. Masters in Business or STEM discipline; 4 years experience in procurement and/or data analytics, project role.
