Full Job Description Business Overview:
Citi’s Global Spread Products business (GSP) is part of the Global Markets and Securities Services division (MSS) of Citi’s Institutional Clients Group. GSP is a global business with a presence in eleven countries across North and Latin America, Asia, Europe and Japan focusing on an array of products including corporate, municipal and mortgage backed securities, loans, derivatives, structured products and financings. In addition, GSP provides its clients with a diverse suite of underwriting, advisory, financing and liquidity services.
Key Responsibilities:
The Control Officer role will reside within the GSP In-Business Control group (IBC). IBC is a first line function that works closely with all GSP businesses to address regulatory, compliance and audit matters and ensure compliance by GSP personnel with Citi policies and procedures. IBC also helps to implement the supervisory, risk assessment and compliance procedures required in GSP to address market conduct and other operational risks associated with the business.
Job Description:
The In-Business Control Officer is a new position that will report to the Head of the GSP IBC team. This is an Assistant Vice President position, depending on the experience of the candidate, that will work initially on projects assigned by senior members of the IBC team and on governance matters related to Citi’s Regulatory Inventory Management project (RIM).
The RIM project is an effort to map all applicable laws, rules, regulations and interpretive guidance to controls that reside within GSP or elsewhere at Citi. This effort will involve ongoing maintenance of this mapping as well as the development of a governance process to review it on a periodic basis. As a result, the IBC Officer will be expected to become familiar with Citi and GSP policies and procedures and develop knowledge of the key laws, rules and regulations applicable to GSP businesses and how their compliance is monitored.
The IBC Officer will also be asked to assist the IBC team on the development or implementation of various controls or monitoring activity within GSP. This may include the preparation of presentations, metrics packages and other documents measuring the performance of GSP personnel across a variety of performance measures and participation in the testing of controls to ensure their continued efficacy. The IBC Officer will also be required to understand various supervisory tools and their functionality in order to assist GSP supervisors with the disposition of supervisory alerts.
Responsibilities:
• Learn about Global Spread Products and the suite of products and services it offers.
• Develop an understanding of the RIM Program and its deliverables in accordance with Citi project management and governance standards of practice.
• Assist IBC with conduct and control projects, including annual Manager’s Control Assessment, quarterly GSP Risk Assessments and alert monitoring.
• Build strong relationships with IBC team members, Business Managers and other key stakeholders across MSS & GSP.
• Serve as GSP project manager for RIM by creating sustainable BAU process, conducting periodic quality assurance checks and providing guidance and responses during internal/external audits related to RIM.
Qualifications:
• Undergraduate degree from an accredited university in the US or abroad.
• 2-5 years of experience in audit, legal or compliance function at a financial or corporate institution
• Familiarity with broker-dealer and banking regulations and related policies and procedures a plus
• Project management experience
• Strong analytical and problem solving skills
• Prioritization/time management skills
• Ability to work both as part of a team and autonomously
• Advanced proficiency in Microsoft Powerpoint and Excel
