About Our Job
Join our team in this exciting new position! Interpret and analyze data and provide strategies related to the overall benefit plan results for the County. Results may include things such as medical cost, pharmacy cost, clinical programs, population health and disability.
The primary responsibility within this position is to interpret and analyze data and provide strategies related to the overall benefit plan results for the County. Results may include things such as medical cost, pharmacy cost, clinical programs, population health and disability. This role will require creating reports or presentations as necessary and the analyst will need to be able to articulate results to a wide range of audiences including the Manager of Employee Health and Benefits and other County leadership and must be able to present complex information in a compelling format and manner. Flexibility and good communication skills are imperative. Responsible for commitments to quality and on-time deliverables. Motivated and willing to understand and probe into technical details and data irregularities. Manages resources efficiently to complete assigned projects accurately. Participates in the development of project plans and timelines.

Job Description:
Performs population health analysis using varied data and tools to evaluate and measure performance of benefit and wellness programs using medical claims, pharmacy claims, dental claims, wellness, utilization, financial, performance guarantee, audits, and other data as pertinent to the project assigned.
Designs and implements data information efficiently using carrier platforms and other business intelligence platforms, including but not limited to Tableau, Microsoft BI, and Gartner as appropriate.
Extracts data from multiple sources and creates integrated analytic datasets and reports. Utilizes healthcare industry standards and studies to develop information in an understandable and concise format. Researches all questions from internal and external sources.
Conducts periodic updates of analytical information. Works with Senior Benefits Analyst to investigate and evaluate alternative solutions to meet the County Benefit and Wellness goals.
Works with Benefits staff to benchmark data as compared to budget and be prepared to discuss rationale within findings, impacts, or data variances.
Document’s methods and specifications for findings clearly; contributes to writing of and presenting of results, findings and conclusions.
Creates and evaluates the data needs of assigned projects and assures the integrity of the data.
Provides ad-hoc reporting as needed or requested.
Work Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.
About You
TIER II: A Bachelor’s Degree from an accredited college or university in Public Administration, Business, Finance, Planning, Industrial/ Engineering Technology or job-related field and two (2) years of professional job-related experience in informatic sciences - including population health OR Six (6) years professional job-related experience in management of technical projects/programs and strategic planning may substitute for the required education OR Related professional program/project management may substitute for the required education at management discretion.
TIER III: A Bachelor’s Degree from an accredited college or university in Public Administration, Business, Finance, Planning, Industrial/ Engineering Technology or job-related field; three (3) years of professional job-related experience in informatic sciences - including population health. A Master’s Degree preferred and can count for one year of experience; OR Seven (7) years professional job-related experience in management of technical projects/programs and strategic planning may substitute for the required education.
Job Competencies: Demonstrated written and verbal communication skills. Able to present information to various audiences; experience in working in a data warehouse environment as well as the ability to work with large data sets from multiple data sources; solid understanding of complex databases and analytic environments; strong programming skills in analytic tools such as Tableau, Microsoft BI, and other business intelligence platforms; demonstrated analytical and problem-solving skills; computer literacy and demonstrated proficiency is required in order to navigate through internal/external computer systems, and MS Office Suite applications, including Word and Excel. Strong understanding of the Healthcare and employee benefits market.
