Job Summary
The position provides direct operational supervision for the program and future of our Operations within the ECA. This position ensures operational across the 5 dimensions of leadership competence from our Organizational Performance and Organizational Culture Wheels.
Essential Functions • Successfully executes a plan that is aligned with our and annual Operating plans.
• In collaboration with Executive Director and Associate Executive Director and contracting agencies, establish meaningful and achievable performance measures and ensure that performance meets expectations. Ensure that all programs are rated as acceptable or better based on the applicable contract and licensing standards.
• Monitor all aspects of assigned spoke and submit monthly evaluations and assessments to supervisor.
• Coaches, mentors, and develops direct reports; ensuring program has the leadership capacity to forecast and respond to current and future business opportunities and challenges.
• Maintains relationships with current stakeholders while identifying and establishing new relationships that enables program success.
Spoke Specifications
• External Relations: The Senior Director, ECA External Relations Spoke builds relationships with our community partners to constantly promote the system of care's work and needs in the community.
• Leads efforts to recruit foster and adoptive parents within the circuit.
• Oversees and resolves all client concerns that are reported to the lead agency regarding service provision.
• Seeks to find volunteers in the community who are interested in volunteering with our company.
• Manages and recruits community members to participate in the Advisory Council.
• Participates in community meetings such as but not limited to children's services council, stakeholders, and other system-of-care meetings.
• Assist with marketing and fund development efforts as needed.
• Evaluates the system of care by engaging key stakeholders to solicit feedback and assesses the information to recommend system changes.
• Relationships with the local children's services council.
• Leads the effort to ensure the recruitment, training, and initial licensure of quality foster homes.
• Finance: The Senior Director, ECA Finance Spoke ensures the system of care's financial viability as exemplified by carry forward and continuous reduction in out-of-home care costs. • Oversee the Out-of-Home Care function and Director who is responsible for out-of-home care placements and functions including the placement of children in traditional and therapeutic foster homes, residential group care facilities, and other licensed settings.
• Oversees the execution, monitoring, and compliance of all subcontractors within the system of care. Also includes ensuring all MOUS and other agreements as required by the contract with the funder are in place and updated.
• Works with Revenue-Management staff to ensure that all records relating to funding are updated and that all potential revenue sources are being utilized to maximize resources.
• Supervises the utilization management function of client funds through the Purchase of Service system.
• Manages the clinical support services and nursing coordinator to provide all children in the system of care with needed services.
• Oversee and supervise the Master Trust functions for children who have a Master Trust account.
• Growth and Transformation: The Senior Director, ECA Growth and Transformation Spoke engages our system delivery partners in order to remove system barriers and build relationships with them; also, to learn from others in Florida and nationally ideas for innovative change in order to constantly evolve and in turn improve. • Manages the Director of Diversion to ensure the front-end service standards are maintained to keep children from coming into care when able to do so through prevention services.
• Oversees the Interstate Child Placing Compact ("ICPC") and Out of County ("OCS") ensuring that all children who can be placed with relatives or non-relatives out of state are done so in a timely and safe manner.
• Manages the provision of independent living services for all young adults who have aged out of the foster care system.
• Seeks out and implements practice and system of care changes in conjunction with ED and others to perpetually improve the system of care.
• Engages the Executive Director, Associate Executive Director and other stakeholders to ensure that children and families can navigate the dependency system timely.
• Ensures that appropriate post-adoptive supports are in place to assist families who have adopted children from the child welfare system. May oversee our case management adoption team.
• Quality: The Senior Director, ECA Quality Spoke leads contract performance to an "all green measures" level of performance while keeping children safe from maltreatment. • Oversees the Quality Assurance function of the lead agency including specific case reviews as well as driving performance to ensure green score card measures.
• Participates and oversees all CIRRT reviews.
• Oversees the licensing process and compliance with statute, administrative code, and DCF operating procedure of all foster homes.
• Ensures compliance with all contractual requirements pertaining to child safety planning and the use of psychotropic medication.
• Works with the Licensing team to retain foster parents and ensure retention rates in accordance with set goals.
• Ensuring all missing children are tracked and diligent efforts are made to safely recover them.
• Successful execution of our Rapid Safety Feedback.
• Notification and review of Incident Reports.
• Staff: The Senior Director, ECA Staff Spoke ensures that subcontracted case manager turnover is below the state average that lead agency staff are competent. • Works with subcontracted Case Management Organizations to ensure that adequate staff resources (i.e. case managers) are employed, trained, and able to provide services to children.
• Manages the Background Screening Process to ensure that appropriate clearances are received on all persons as required by contract and law.
• Ensures that records are maintained in accordance with record retention laws. Oversees the Electronic Filing System and other programs associated with record maintenance.
• Supervises the Administrative Office staff including receptionist, administrative assistants, couriers and other support personnel.
Position Qualifications
Education
• Bachelor's degree required. Master's degree in Social Services field preferred.
Experience
• A minimum of ten years of progressive responsibility across organizations that deal with a wide variety of constituents and business lines.
• Preference will be given to individuals with Executive-level experience and with prior experience/exposure in dealing with governmental agencies, and/or child welfare.
Skills:
• Interpersonal skills required along with a drive to execute and get things done.
• Strategic thinking, analytical reasoning, financial and conceptual skills essential.
• Must be able to think in terms of "resourcefulness" versus "more resources."
• Written and verbal communication essential.
• Must be proficient in the use of Microsoft Office Suite software, Outlook and project management applications.
• Knowledge of state and local child welfare and juvenile justice systems important.
• Must have documented and well-demonstrated product/project management experience.
• Must be organized with the ability to consume, retain and leverage massive amounts of information and data generated from across the entire span of the Organization's operations.
Physical Demands
• Must be free of communicable disease as defined by the applicable state and to the extent that knowledge is attainable under federal law.
Travel
• Maintain an appropriate and valid state driver's license.
• Must meet state criminal back ground check requirements.
