Job Description:
Cardno is looking for an experienced Project Scientist who can combine Quality Assurance and regulatory understanding with solid technical abilities and project management skills to help support our growing team. You will report to our Newark, DE office (though candidate able to work from home remotely) and will support and lead a wide variety of projects (including support for NGOs, federal NEPA review, renewable energy (land-based and offshore), industrial compliance, and other types of development projects). Preference will be given to applicants with demonstrated experience in technical writing and review of Quality Assurance Project Plans (QAPPs) following EPA QA/R-5. Familiarity with designing project data quality goals, developing field sampling work plans, or assessing field investigations.
Job Responsibilities:
• Be a source for independent QA review of environmental project QAPPs with strict adherence to the EPA requirements for quality management to ensure the quality expectations have been achieved.
• Experience working with NGOs, and federal or state environmental agencies.
• Comfortable engaging with key stakeholders and in public forums
• Provide and support NEPA documentation review, environmental compliance permitting, and development of site plans.
• Some experience or working knowledge of Section 319 watershed planning, Clean Water Act compliance, CZMA consistency determinations, NEPA, NPDES and other local, state and federal permitting programs.
• Interact with different clients, contractors, environmental grant recipients, and environmental agency representatives, and communicate with all skill levels.
• Some experience conducting or directing wetland and waterbody identification and delineation, wildlife habitat assessments, vegetation monitoring, invasive species surveys, and other ecological field surveys.
• Experience with or supporting of projects involving NGOs, NEPA, and environmental permitting of habitat restoration, renewable energy, transmission, or oil and gas.
• Some experience creating methodologies, templates, guidelines, checklists, and other artifacts and training documentation to establish repeatable processes for Quality Assurance.
• Perform and within scope/budget/schedule expectations and ensure quality standards on project deliverables
Requirements:
• B.S. in ecology, biology, environmental science, or related field
• Minimum of 10 years of professional experience, showing advancement and development of project management skills
• Experience leading a project and maintaining appropriate budgetary, schedule and scoping constraints
• Expertise in implementation of EPA's Quality Program, including adherence to the requirements outlined in EPA QA/R-5 and development of QAPPs
• Experienced with common word processing, spreadsheet and graphics programs (e.g., Microsoft Office products). General understanding of analytical data and data packages and data validation protocols and application a plus;
• Write reports at the professional level and making oral presentations;
• Desire to gain additional experience with project management, client development, and proposal preparation;
• A ability to simultaneously work on multiple tasks and projects with tight deadlines;
• Able to work extended hours, including occasional nights and weekends to meet project deadlines;
• Ability to travel to field sites and other Cardno office locations throughout North America;
• Experience with RFPs/RFQs and client proposals
